<br />Commissioner Horan further discussed the issue of providing aftor ility and stated there <br />are some fairly simple rules that apply. Mr. Swift commented that there are a number of <br />different programs on affordability and low income that can be 100 into. <br /> <br />Commissioner Hovingh commented that if the units are rented at f market price that 44 <br />parking spaces might be needed rather than twenty. <br /> <br />After further discussion, Chairman Mahern asked Mr. Madden if h would be willing to set <br />aside a certain portion of the units for low/moderate income senior. Mr. Madden was not <br />sure, depending on the number of units that would be ultimately ap roved for the project. <br /> <br />In response to Commissioner Horan's question, Mr. Madden said was anticipating a rental <br />fee of $500-550 a month for a one bedroom unit. <br /> <br /> <br />Mike Goldsworthy, 633 Abbie Street, architect for the project, add essed Condition l.a. and <br />l.e. He noted that l.d. and l.e. have been agreed to at the Desig Review level; he <br />addressed Condition l.a. and pointed out that there are about 29 - to forty-foot tall <br />Heritage trees on the site. From a design standpoint, he felt that a 22 unit skewed two-story <br />project did not warrant taking the two front units and making them look like the house next <br />door. He further noted that if the units have to be straightened 0 ,they would probably <br />lose several more trees. He then presented a drawing to the Com .ssion. <br /> <br />Mr. Goldsworthy also addressed the issue of the carports. He no that the applicant <br />elected to not install the carports in order to keep the cost down as much as possible, noting <br />that a prefab carport runs about $1,000-$1,200, and about $4,000- ,000 for covered/walled <br />carports. He felt there were other ways to break up the expanse 0 parking lot rather than <br />putting in carports. He further noted that at the request of the nei hbors to the east, they are <br />willing to install a solid wood fence. <br /> <br /> <br />Commissioner Michelotti expressed some concern about the possib .ty that the units might <br />block the sunlight on the east side of St. Mary Street. <br /> <br />Mr. Goldsworthy showed a drawing to the Commission and noted <br />trees that might block some light anyway. He further pointed out <br />structures are no higher that any other house in the immediate <br /> <br />ere is a heavy growth of <br />t the proposed <br /> <br />Mr. Goldsworthy addressed Condition l.c. regarding the recomm dation that units 21/22 be <br />reduced to a single story on the southern end of the project. He 'd he understands staffs <br />concern, but feels the impact of a two-story house would not be 1. He also urged the <br />Commission to realize that any reduction of units would make the roject and ultimately the <br />rents more costly. In addition, he thought the heavy tree growth reened the site anyway. <br />Furthermore, he felt that rather than turn any units, that a low bri k wall with some ornate <br />wrought iron fence would lend some interest. <br /> <br />Minutes Planning commission <br />February 12, 1992 <br /> <br />Page 5 <br />
