VOTE <br /> <br />AYES: <br />NOES: <br />ABSENT: <br />ABSTAIN: <br /> <br />Commissioners Horan, Hovingh, McGuirk, Michelo ., and Chairman Mahern <br />None <br />None <br />None <br /> <br />Resolution No. PC-92-14 was entered and adopted recommending <br />prepared for Case PUD-89-17 as motioned. <br /> <br />It was reiterated that the only action taken tonight stated that the S <br />all the environmental issues. <br /> <br />COMMISSION'S COMMRNTS <br /> <br /> <br />raised and addressed <br /> <br />Commissioner Hovingh stated that if 51 units are approved that w r should be restricted to <br />300 gallons a day; he would want a 60 passenger school bus consi ered for transportation for <br />children; he would want no lot offered for sale prior to the compl 'on of infrastructure and <br />that lots in violation of that shall be ineligible for building permits, and that the applicant <br />shall place a refundable cash deposit with the City to cover the ti y installation of the <br />other infrastructure. <br /> <br />Commissioner Michelotti said she goes along with staffs recomm ndation as far as flexibility <br />is concerned on the Overlay District and relaxing it somewhat. S would not be able to <br />support the number of lots as requested by the applicant. She al felt the interior loop is <br />going to have the feel of a subdivision. In addition, she cannot fi d that open space is an <br />amenity in itself when geologic studies show that it may not be ti .ble to build because of <br />faults, etc. She would also keep Design Review's recommendati n for open wire fencing <br />and would want that put into the disclosure. She added that she ould go along with staff s <br />concept in regard to the clustering of homes. <br /> <br />Chairman Mahern said she would not be able to support the proj t as it is now. She would <br />like to see the interior loop opened up, and would also relax the c ustering of lots on Foothill <br />Road. She would also like to see some lots with setbacks of 150 eet or 100 feet. She <br />expressed concern about what would happen if the geologic studi show you cannot do this <br />or do that, and at what point does the project become infeasible. he would prefer the road <br />going through the center; and would also want the infrastructure i place before lots are sold. <br /> <br />Commissioner McGuirk said he cannot support the project as it is now. He felt that they <br />always go beyond the Foothill Road Overlay District Guidelines. He was also concerned <br />about the stability of the soil in the area, and that the project 100 too much like a <br />subdivision on the west side of Foothill Road. <br /> <br />~ <br /> <br />Commissioner Horan said he agreed with all the Commission's mments. He added that he <br />was surprised that the requirement for a fire truck was not inciud in the conditions.
