<br />mE PUBLIC HRARTNG WAS OPENED. <br /> <br />Jack Smith, 22320 Foothill Boulevard, Hayward, attorney for the p dect, represented the <br />application. Several drawings were put up for display. Mr. Smith oted that the process for <br />the project started back in 1986. He agreed with staff as to the sen itivity of the project site, <br />but was not in total agreement that the project should be reduced to 51 units; the applicant <br />was not in favor of eliminating the group of six circular lots as mmended by staff, but <br />would agree to the elimination of the group of four lots near the e sting home. He noted <br />that Council had objected to the packing plant that was in the initi plan and after some <br />discussion, the applicant agreed to annex the property to the City d to eliminate the sewage <br />package plant. At the time they agreed to this, they did not know ere was going to be an <br />Overlay District. Council had told the applicant there would be fie ibility in the Overlay <br />District; however, the applicant did not feel there was enough fIexi ility, even though staff <br />also assures him there is. All in all, Mr. Smith basically accepted e conditions of <br />approval. <br /> <br />--- <br /> <br />Jerry Dommer, 256 Sutter Street, San Francisco, architect for the 9ect, addressed some of <br />the concern regarding the north end of the project on Country Lane The applicant has tried <br />to do a number of things that would make their lots comparable to e roughly 40,000 sq. ft. <br />lots of the neighbors. Since the Design Review meeting two weeks ago, they have done <br />more planning and they have avoided putting homes around the H "tage trees. The lots <br />along Foothill Road with respect to the Overlay District are all ove 30,000 sq. ft. There is <br />a 60 to 100 ft. easement that will be maintained by the lot owners. Mr. Dommer further <br />explained the renderings. In regard to height measurements, which is usually an issue, he <br />said height limit would be measured parallel to grade, which is w t he believed the Design <br />Review Board had recommended. The Overlay District allows tw story; they plan to <br />construct one-story homes. <br /> <br />Cathy Merrill, 249 Front Street, San Francisco, was the landscape chitect for the project. <br />She noted that the plant palette consisted mainly of a strong, native selection, essentially a <br />very simple one. In response to a question by Commissioner Ho " gh, Ms. Merrill noted <br />that the plants on the list appear to be in the range of acceptability n regard to drought <br />tolerance and resistance to animals. She indicated that they plan to provide the homeowner <br />with a more comprehensive list of suitable plants for the area. <br /> <br />Chairman Mahern noted that she talked with Mr. Dommer and Mr. Currin yesterday. She <br />commented that she had some problem with the concept of cluste . g the homes in the belt <br />area in the middle, and asked Mr. Dommer if they have considered having some kind of cul- <br />de-sac area. Mr. Dommer replied they have done a number of p s but the one they <br />presented appears to be the best.
