Valley Avenue. The initial term of the Agreement is for the period May 20, <br /> 2005 through June 30, 2005, and possibly four (4) additional operating <br /> years. Retaining Lifetime Tennis to manage the City's tennis operations <br /> will result in annual expenditure reductions of approximately $40,000, and <br /> increased revenues of $17,000. The City, however, will maintain control of <br /> associated tennis fees and programming at the facility. <br /> <br />Honorable Mayor and Members of the City Council: <br /> <br />BACKGROUND <br /> <br />Over the past several months, a number of public meetings have been held regarding potential <br />design options for the City owned acreage on the Bernal Property. During the various <br />commission presentations on this subject, the "Town Hall Meeting" on April 11, 2005, and most <br />recently several City Council meetings, a number of local tennis players have raised concerns <br />about a perceived lack of tennis courts throughout Pleasanton. Though there are currently 18 <br />public courts managed by the City, and another 15 at the high schools available for use through <br />the School District for a refundable $25 key deposit, the tennis players have requested that <br />consideration be given to developing free lighted courts on the Bernal Property. Of the current <br />18 public courts, the City's Tennis and Community Park provides ten (10) lighted courts that are <br />available on a reservation or drop-in basis. The facility operates seven (7) days per week, and <br />fees range from $3.00-5.00/hr., depending on whether lights are utilized. <br /> <br />In response to these current inquiries, the City/School District Liaison Committee discussed this <br />matter at its recent meeting on April 21, 2005. The Committee recognized that the concept of <br />tennis courts on the Bernal Property is tracking on a separate process, and the City Council will <br />eventually decide if it desires to include that amenity as part of the overall park design. Given <br />this current interest, however, the Liaison Committee wanted to be proactive in determining if <br />there were options for addressing the matter using current resources. One option discussed was <br />for the City and School District to work cooperatively to install court lighting at Pleasanton <br />Middle School. The two (2) existing courts at the school are managed by the City and available <br />for public play weekdays after 3:00 pm when school is in session, and dawn to dusk all other <br />days. Given their location at the northwest side of the school, away from residential areas or <br />businesses, this could provide a cost effective means for providing lighted tennis courts in <br />another area of town. At this point, staff has not determined an exact cost for installing lights <br />and/or any other court repairs that may be needed, but could research the costs if this is an option <br />that the Council would like to consider. <br /> <br />A second alternative was to take advantage of the 15 total tennis courts located at the high <br />schools.
