the tree report and landscape plan. Once the tree report is approved, the applicant is required to <br />print the report's recommendations on the specification, site plan, and landscape plan pages of <br />the building permit plan set. Staff's recommendation also includes conditions covering tree <br />trimming and security bonds for the existing trees. <br /> <br />Visual Analysis <br /> <br />The Specific Plan requires that a visual analysis of future homes in this area be conducted during <br />the PUD development plan review process for projects on sites with improvements heights above <br />a 475 ft. elevation limit. The applicant provided a photo simulation with the original application <br />submittal, but it does not include the proposed vegetation or the recent revisions. Staff feels that <br />the photo simulation does convey the proposed home appropriately, and the Planning <br />Commission accepted the simulation as proposed. <br /> <br />Road Dedication <br /> <br />This project is required to dedicate in fee the Vineyard Avenue Trail for public benefit. The Trail <br />will be retained for purposes of serving the EBRPD property (Shadow Cliff Regional Recreation <br />Area, just north of the Vineyard Avenue Trail) and to provide access to the subject site. EBRPD <br />intends to install a gate at some point in the future and has stated that it will not interfere with the <br />access to this property. The applicant will be required to record a deed disclosing the potential <br />for a gate to be constructed by the EBRPD at some point along the Vineyard Avenue Trail. <br /> <br />Miscellaneous <br /> <br />The project has been conditioned to address restrictions on fireplace construction, sanitary sewer <br />connections, and water service. The applicant is being required to connect to the City's sewer <br />and water services and that all existing septic facilities be appropriately disconnected and/or <br />removed. The well will remain for irrigation purposes only. <br /> <br />PUBLIC COMMENT <br /> <br />Notices of the City Council hearing were sent to the residents within a 1,000-foot radius of the <br />subject property. Staff has not received any comments pertaining to the proposed development <br />as of the time the staffreport was written. <br /> <br />PLANNING COMMISSION ACTION <br /> <br />The Planning Commission reviewed this project at a hearing. Please see the attached Planning <br />Commission minutes for a full description of the Commission's deliberations. The Planning <br />Commission was able to make all the PUD findings, as outlined and discussed in the Planning <br />Commission Staff Report (Attachment 3), and is recommending approval to the City Council. <br /> <br />SR:05:123 <br />Page 6 <br /> <br /> <br />
