Soils Investigation Report <br /> <br />The Specific Plan requires that site-specific geotechnical studies be completed for new <br />development in the Specific Plan Area in order to evaluate any necessary geotechnical mitigation <br />measures. Staff is requiting that a geotechnical report be provided prior to building permit <br />issuance. The soils report will provide the necessary mitigation measures and construction <br />procedures to be carded out through construction. The mitigation measures and construction <br />procedures will need to be incorporated into the project's design, subject to the review and <br />approval of the City Engineer. <br /> <br />Noise, Dust, and Vibration <br /> <br />The Specific Plan notes the subject lot (Lot 8) as having a noise level that exceeds a 55dBA. The <br />Specific Plan therefore requires noise, dust, and vibration mitigation measures for new <br />construction, such as: the installation of a fresh-air ventilation and/or air-conditioning system that <br />allows residents to maintain closed windows for noise and dust control, the installation of dual- <br />paned windows for those that face the RMC Lonestar plant; the recordation of a deed restriction <br />pertaining to the noise, odor, dust, vibration, and illumination implications from the Asphalt <br />Batch Plant onto this property; the recordation of a deed restriction providing a <br />noise/dust/vibration easement; and the recordation of a deed restriction disclosing the close <br />proximity of the Plan Area to the Livermore Municipal Airport and of possible impacts due to <br />aircraft over flights. Staffis recommending conditions of approval that would meet these <br />requirements. <br /> <br />Green Building Measures <br /> <br />In addition to the green building measures that have been conditioned, the Specific Plan also <br />requires additional energy-efficient requirements for construction within the Specific Plan area. <br />The conditions of approval note that an energy-efficient heating system, an energy-efficient <br />cooling system, and energy-efficient lighting are to be used on this project. <br /> <br />Landscaping <br /> <br />The existing eucalyptus trees along the north portion of the lot are protected from removal as <br />conditioned with this approval. The tree have been assessed as valuable screening for the lot and <br />proposed residence from the Shadow Cliff Regional Recreation Area (East Bay Regional Park <br />District) to the north. <br /> <br />Staff is also requiting a tree report to be prepared. The report identifies any existing trees <br />according to diameter, condition, and value and would identify the measures needed to protect <br />these trees from any construction damage. The report also needs to assess the proposed surface <br />improvements within all the tree driplines and to provide any construction measures needed to <br />ensure the longevity and health of the existing trees.
