ENVIRONMENTAL ASSESSMENT <br /> <br />An Environmental Impact Report was prepared and certified for the Vineyard Avenue Corridor <br />Specific Plan. The California Environmental Quality Act (CEQA) specifies that individual <br />residential projects that are prepared pursuant to the requirements of an adopted specific plan, for <br />which an EIR has been prepared and certified, are exempt from additional environmental review. <br />Therefore, no environmental document accompanies this report. <br /> <br />FISCAL IMPACT <br /> <br />The project is consistent with the Vineyard Avenue Corridor Specific Plan. A fiscal impact <br />study for the Corridor showed that the City would generally have revenues sufficient to offset <br />the City operational costs. Since that time, the revenue side of this project has increased greatly <br />as the homes are expected to sell at significantly higher values than originally anticipated. <br />However, costs are about the same, with inflationary increases. The project has ordinary City <br />costs, with all the special landscaping/entry features being maintained by the property owners. <br />The City will be maintaining the Vineyard trail and landscaping along the relocated Vineyard <br />Avenue, as contemplated in the fiscal study. <br /> <br />CONCLUSION <br /> <br />Staff believes that as conditioned, the proposed building is in keeping with the themes, policies, <br />and requirements of Vineyard Avenue Corridor Specific Plan and the surrounding area. The <br />proposed site development standards have been created in accordance with Vineyard Avenue <br />Corridor Specific Plan, thus, the development on this portion of land would be carded out in a <br />manner that preserves the rural character desired for Vineyard Avenue. Staff, believes that the <br />proposed project would be an attractive addition to the Vineyard Avenue neighborhood and notes <br />that the project has received a favorable recommendation from the Planning Commission. <br /> <br /> STAFF RECOMMENDATION <br /> <br /> Staff recommends that the City Council approve Case PUD-43 by taking the following actions: <br /> <br /> 1. Find that the proposed PUD development plan is consistent with the General Plan, <br /> purposes of the PUD ordinance, and Vineyard Avenue Corridor Specific Plan; <br /> <br /> 2. Make the PUD findings as listed in attached Planning Commission staff report; and <br /> <br /> 3. Introduce an ordinance approving Case PUD-43 as shown on Exhibit B. <br /> <br />SR:05:123 <br />Page 7 <br /> <br /> <br />
