In addition, the Specific Plan sets general site development standards. The proposed new home <br />has been designated to adhere to the general site development standards and the proposed site- <br />specific development standards. <br /> <br /> I. No second story addition is permitted on the subject site. <br /> II. All fencing on the lot shall be limited to open-style corral fencing. Wire <br /> mesh may be added to the fence for access control. <br /> III. Development standards for an accessory structure shall follow those that are <br /> required for R-1-20,000 zoning district. <br /> <br />The proposed PUD site development standards meet the Specific Plan standards. The proposed <br />house is oriented in a manner consistent with the existing home siting and would have continued <br />limited visibility from other off-site locations. The proposed project exceeds the proposed <br />development standards and is appropriate for this low-density residential development. <br /> <br />Permitted and Conditional Uses <br /> <br />The proposed PUD is subject to the permitted and conditional uses of the Residential Designation <br />of the Vineyard Avenue Corridor Specific Plan. The permitted and conditionally permitted uses <br />are outlined in the conditions of approval and discussed in the Planning Commission Staff Report <br />(Attachment 3). <br /> <br />Design Review <br /> <br />The Specific Plan requires that homes on the lots zoned Low-Density Residential District in <br />Subarea 1 to have traditional style architecture. The proposed home will complement and blend <br />with the existing neighborhoods and the Specific Plan area concept of rural residential with a <br />vineyard emphasis. <br /> <br />The Planning Commission Staff Report discusses the design in depth (Attachment 3). The <br />applicant has revised the plans to continue the stonework of the chimney all the way to the <br />ground and is now proposing the roofing material to be a flat slate tile, to address staff's and the <br />Planning Commission's concerns. <br /> <br /> Grading Plan <br /> <br /> The proposed finished grade is at a similar elevation as Vineyard Avenue. A berm will be <br /> constructed along the lot frontage to provide noise attenuation as required by the Specific Plan <br /> and as required along the frontage of the neighboring development of Delco Homes (PUD-40). <br /> The berm is designed with a maximum height of six feet, and it would be contiguous with the <br /> approved berm of the Delco Homes. The berm location will not impact the usable yard area for <br /> the future homeowner. <br /> <br /> SR:05:123 <br /> Page 4 <br /> <br /> <br />
