Full public street infrastructure, <br />streets, water, storm, and sanitary sewer lines are present to serve the proposed development. <br />The developer would be preserving and enhancing the open space area identified on this site. <br />Therefore, staff believes that this finding can be made. <br /> <br /> 2. Whether the proposed development is consistent with the Pieasantou General <br /> Plan. <br /> <br />The Vineyard Avenue Corridor Specific Plan was developed to implement the City's General <br />Plan for the Vineyard Avenue area. The Vineyard Avenue Corridor Specific Plan has been <br />found consistent with the General Plan policies including development outside 100-year flood <br />zone areas, on stable soils, construction of homes, development which respects existing residen- <br />tial neighborhoods, development which does not create traffic impacts, and density consistent <br />with surrounding properties. Based on the analysis contained in the staff report, staff believes <br />that, as conditioned, the proposed development is consistent with both the General Plan and <br />Vineyard Avenue Corridor Specific Plan. Therefore, staff believes that this finding can be <br />made. <br /> <br /> 3. Whether the proposed development is compatible with previously developed <br /> properties in the vicinity and the natural topographic features of the site. <br /> <br />As conditioned, the proposed development incorporates provisions to provide for a berm in the <br />front of the property along Vineyard Avenue as a buffer from traffic noise on Vineyard Avenue. <br />The natural topography of the rear portion of the land would be retained and the existing dense <br />stand of trees along the north portion of Vineyard Avenue Trail helps minimize any impact on <br />the privacy of residents as well as the users of the adjacent regional recreation area. Site grading <br />has been kept to a minimum except for the noise attenuation berm. Staff feels that the grading <br />would blend with the site's natural topographic features and would not affect the existing trees <br />on the site. Additionally, the proposed landscaping would reduce the visibility of the home from <br />off-site. Therefore, staff believes that this finding can be made. <br /> <br /> 4. Whether grading takes into account environmental characteristics and is de- <br /> signed in keeping with the best engineering practices to avoid erosion, slides, or <br /> flooding to have as minimal an effect upon the environment as possible. <br /> <br />As conditioned, the proposed grading and building pad would be designed to be consistent with <br />the required geotechnical report and would adhere to the recommendations, which pertain to the <br />development. This site is not within the Alquist-Priolo earthquake study area or within the <br />FEMA-designated 100-year floodplain. Staffbelieves that through the proposed conditions, a <br />grading and drainage plan will adequately addressed any issues.
