5. Whether streets and buildings have been designed and located to complement <br /> the natural terrain and landscape. <br /> <br />As conditioned, the proposed development of the site has been designed to be consistent with <br />the Vineyard Avenue Corridor Specific Plan. The access to the site would be from Vineyard <br />Avenue Trail and the building pad has been designed to generally follow the site's natural con- <br />tours, which help minimize the visibility and reduce the amount of grading necessary to con- <br />struct the residence. Additionally, the proposed structure is a one-story building. The building <br />design and orientation reduces the building's visibility from the adjacent recreation area and <br />public view. Therefore, staff believes that this finding can be made. <br /> <br /> 6. Whether adequate public safety measures haven incorporated into the design of <br /> the plan. <br /> <br />Through the provisions of the Vineyard Avenue Corridor Specific Plan and the proposed condi- <br />tions of approval, staff believes that all public safety measures have been addressed. The access <br />to and from the proposed building would be from Vineyard Avenue Trail rather than Vineyard <br />Avenue, which is a busy public street. A berm would be created along the Vineyard Avenue <br />side of the lot to provide a noise and landscape buffer to separate the house from Vineyard Ave- <br />nue. Therefore, staff believes that this finding can be made. <br /> <br /> 7. Whether the plan conforms to the purposes of the PUD District. <br /> <br />The development of the existing PUD zoning designations for the Vineyard Avenue area recog- <br />nized the fact the parcels in the area are irregularly shaped, and that the PUD zoning district was <br />needed in order to properly implement the Vineyard Avenue Corridor Specific Plan and to fa- <br />cilitate development in a reasonable and orderly manner. The proposed PUD plan, through the <br />conditioning of the subject PUD development plan, substantially conforms to the intent and re- <br />quirements of the Vineyard Avenue Corridor Specific Plan. Therefore, staff believes that this <br />finding can be made. <br /> <br />ENVIRONMENTAL ASSESSMENT <br /> <br />An Environmental Impact Report was prepared and certified for the Vineyard Avenue Corridor <br />Specific Plan. The California Environmental Quality Act (CEQA) specifies that individual resi- <br />dential projects that are prepared pursuant to the requirements of an adopted specific plan, for <br />which an EIR has been prepared and certified, are exempt from additional environmental re- <br />view. Therefore, no environmental document accompanies this report. <br /> <br />CONCLUSION <br /> <br />Staff believes that as conditioned, the proposed building is in keeping with the themes, policies, <br />and requirements of Vineyard Avenue Corridor Specific Plan and the surrounding area. The <br />proposed site development standards have been created in accordance with Vineyard Avenue <br /> <br /> Item 6. b., PUD-43 Page 10 of 25 April 7, 2005 <br /> <br /> <br />
