II. All fencing on the lot shall be limited to open-style corral fencing. Wire <br /> mesh may be added to the fence for access control. <br /> III. Development standards for an accessory structure shall follow those that <br /> are required for R- 1-20,000 zoning district. <br /> <br />The proposed PUD site development standards meet the Specific Plan standards. The proposed <br />house is oriented in a manner consistent with the existing home sighting and would have contin- <br />ued limited visibility from other off-site locations. The proposed project exceeds the proposed <br />standards and is appropriate for this low-density residential development. <br /> <br />Permitted and Conditional Uses <br /> <br />The proposed PUD is subject to the permitted and conditional uses of the Residential Designa- <br />tion of the Vineyard Avenue Corridor Specific Plan. The permitted and conditionally permitted <br />uses are outlined in the conditions of approval with two minor modifications. Staff has clarified <br />the limit to the number of domestic animals/pets that are permitted and provided for additional <br />animals/pets to be reviewed under the conditionally permitted section. Additionally, staff has <br />re-categorized the second living unit use from the conditionally permitted section to the permit- <br />ted section to be consistent with recent state legislation. <br /> <br />Design Review <br /> <br />The Specific Plan requires that homes on the lots zoned Low-Density Residential District in Su- <br />barea 1 to have traditional style architecture. The proposed home will compliment and blend <br />with the existing neighborhoods and the Specific Plan area concept of rural residential with a <br />vineyard emphasis. <br /> <br />The proposed residence is finely detailed with stone veneer on the entry to create an earthy ele- <br />ment to the linear residence. The proposed wood carriage doors on the garage bays provide a <br />soft relief for an otherwise expansive elevation. The dormers, roof spires, and the divided win- <br />dow grids are details that support a design with integrity and a higher level of quality. The use <br />of accent materials and other architectural articulations have made the proposed building attrac- <br />tive and correspond to architectural features of the other homes in the nearby subdivisions. <br /> <br />Staff does have a concern with the roofing material that is being proposed. The applicant is pro- <br />posing concrete roof tiles, which staff feels is inconsistent with the design components of the <br />Specific Plan. Staff recommends a change to the roofing material to a flat slate tile. A flat slate <br />tile would be in keeping with the overall design quality of the proposed residence and would be <br />more compatible with the surroundings. <br /> <br />The proposed front facade of the residence has articulated wall lines to reduce the perceived <br />building mass and volume. The proposed exterior colors are brown, tan, and green help the pro- <br />posed structure to fit in with the natural environment.
