of warm exterior colors and materials, and the use of flat slate tile work together to create a rich <br />home design that is both attractive and consistent with the requirements of the Specific Plan. <br /> <br />Grading Plan <br /> <br />Minor grading would be required to provide adequate drainage for the home site, because the <br />proposed house is only expanding the existing building footprint. <br /> <br />The proposed finished grade is at a similar elevation as Vineyard Avenue. A berm will be con- <br />structed along the lot frontage to provide noise attenuation as required by the Specific Plan and <br />as required along the frontage of the neighboring development (PUD-40). The berm is designed <br />with a maximum height of six feet, and it would be contiguous with the approved berm of PUD- <br />40. The berm location does not impact the usable yard area for the future homeowner. <br /> <br />No other grading is indicated on the site or landscape plans. A grading and drainage plan is re- <br />quired as a condition of approval to satisfy both the Specific Plan requirements and to insure <br />proper drainage is being created. <br /> <br />Soils Investigation Report <br /> <br />The Specific Plan requires site-specific geotechnical studies be completed for new development <br />in the Plan Area in order to evaluate any necessary geotechnical mitigation measures. Staff is <br />requiring a geotechnical report be provided prior to building permit issuance. The soils report <br />will provide the necessary mitigation measures and construction procedures recommended to be <br />carried out through construction. The mitigation measures and construction procedures will <br />need to be incorporated into the project's design. The City Engineer will need to review the re- <br />port and find it to be adequate and satisfactory. <br /> <br />Noise, Dust, and Vibration <br /> <br />The Specific Plan notes the subject lot (Lot 8) as having a noise level that exceeds a 55dBA. <br />The Specific Plan therefore requires noise, dust, and vibration mitigation measures for new con- <br />struction, such as: the installation of a fresh-air ventilation and/or air-conditioning system that <br />allows residents to maintain closed windows for noise and dust control, all windows facing the <br />RMC Lonestar plant need to be dual-paned, out-door recreation areas should be located appro- <br />priately, record a deed restriction pertaining to the noise, dust, and vibration implications on the <br />property, record a deed providing a noise/dust/vibration easement, and record a deed disclosing <br />the close proximity of the Plan Area to the Livermore Municipal Airport and of possible impacts <br />due to aircraft over flights.
