Honorable Mayor and Members of the City Council: <br /> <br />BACKGROUND and PROJECT DESCRIPTION <br /> <br />At its meeting of April 19, 2005, the Council considered a variety of locations for a new public <br />restroom building in the Downtown area, and selected the southwest comer of Delucchi Park <br />near W. Angela Street as its preferred location. This location is supported by policy in the <br />Downtown Specific Plan - "construct public restrooms (including one with family facilities) on <br />Main Street and in Delucchi Park," the Downtown Parks and Trails Master Plan - "The park <br />(Delucchi) would have a small parking area, public restrooms, and a group picnic area," and the <br />Pleasanton Downtown Association - "Delucchi Park by W. Angela... is the PDA's first priority <br />location." <br /> <br />With this as a target location, staff directed the firm of ELS Architects of Berkeley (currently <br />under contract for the nearby Firehouse Arts Center Project) to prepare two (2) separate design <br />boards - one (1) representing a possible "custom" structure, and another depicting a typical <br />manufactured structure, in order to illustrate the possibilities, constraints, and costs involved <br />with respect to siting a public restroom building at the Delucchi Park site. Reduced copies of <br />the design boards are attached to this report, and will be presented at the meeting by staff. <br /> <br />Site Development: The existing park site is relatively open and flat, which should allow for <br />easy development. Existing trees on the park's southern end can be preserved to shade and <br />frame the proposed structure. Sanitary sewer and water lines are nearby (W. Angela Street), <br />allowing for tie-in to the proposed structure. A service point for electrical connection has not <br />yet been identified, but staff is currently working with PG&E toward that end. <br /> <br />Program: In directing ELS' schematic design work, some basic parameters for the proposed <br />building were established. These parameters or "program" included the proposed building size, <br />the number and type of plumbing fixtures, and the construction materials - with an emphasis <br />toward lasting, maintainable materials. This last item also relates to the building's overall <br />aesthetic quality, with a certain "civic quality" emphasized. Based on our experience with the <br />development of public restrooms in various parks and City facilities, staff identified a structure <br />of approximately 700 - 760 S.F. in overall size, which would contain the following <br />spaces/fixtures: <br /> <br /> · Women's restroom - five (5) stalls (1 of which is disabled accessible) and two (2) hand <br /> sinks. <br /> · Men's restroom -two (2) stalls (1 of which is disabled accessible), three (3) urinals, and <br /> two (2) hand sinks. <br /> · Family restroom - one (1) disabled accessible stall, one (1) hand sink, and a diaper <br /> changing station. <br /> <br />SR 05:126 <br />Page 2 <br /> <br /> <br />
