Honorable Mayor and Members of the City Council: <br /> <br />BACKGROUND <br /> <br />In California, consumers purchasing motor oil currently pay a surcharge at the point of purchase. <br />This mechanism was created to fund a program to help ensure waste oil is properly managed in <br />California. The major goals of the Used Oil Block Grants are: <br /> <br /> 1. Providing the public with convenient collection locations for used oil <br /> 2. Increasing the demand for recycled oil products <br /> 3. Developing methods to motivate the public to recycle their used oil. <br /> <br />The Fire Department uses existing staff, including a student intern position, as well as a <br />contractor to staffthe Grant program. We annually visit the California Integrated Waste <br />Management Board Certified Used Oil Collection Facilities in Pleasanton to assist them in <br />providing used oil collection services and to help ensure they are following program guidelines. <br />We have developed a used oil public outreach program to provide citizens with information <br />regarding used oil and filter drop point locations, and the need to properly manage waste oil and <br />filters to keep petroleum contaminants out of soil and surface waters. In addition, we give away <br />free of charge oil funnels and collection containers to citizens who change their own oil. Used <br />Oil grant funds continue to allow the City of Pleasanton to fund an effective used oil and filter <br />management program. <br /> <br />FISCAL IMPACT <br /> <br />No net cost to the City. <br /> <br />STAFF RECOMMENDATION: <br /> <br />It is recommended that the City Council adopt a resolution authorizing the City Manager to <br />submit the Block Grant application to the CIWMB for a 2005-2008, Eleventh Cycle Used Oil <br />Block Grant to receive funds for the three year grant term. <br /> <br />Stewart Gary // / Susan Rossi Nelson Fialho <br />Fire Chief !x~[./ / Director of Finance City Manager <br /> <br />SR 05:118 <br />Page 2 of 2 <br /> <br /> <br />
