The proposed location of the conditional use and <br />the conditions under which it ould be operated or <br />maintained will not be detrim ntal to the public <br />health, safety, or welfare, or aterially injurious <br />to the properties or improveme ts in the vicinity. <br /> <br />As conditioned, the proposed klrate/dance/aerobics <br />studio would not interfere w th the surrounding <br />uses' ability to operate. he proposed studio <br />would be contained completel on-site. streets <br />leading to the site are designe per City standards <br />and are signalized to provide afe access into and <br />out of the site. The anticip ted student demand <br />will not generate any unusual demands on existing <br />parking for the building or the adjacent <br />businesses. The soundproofing of the suite should <br />be adequate to reduce any potential negative <br />impacts on the adjacent suite n the southern side <br />and the residential properties at the rear of the <br />property. This type of use h s been approved in <br />several other locations in r ail-oriented areas <br />with no reported adverse impac s. <br /> <br />C. The proposed conditional use w 11 comply with each <br />of the applicable provisions 0 this chapter. <br /> <br />The C-N zoning designati n of the site <br />conditionally permits the establishment of <br />karate/dance/aerobics studios. The design and <br />layout of the building and parking lot were <br />reviewed with retail and serv'ce uses in mind in <br />regards to parking, access, etc. Granting a <br />conditional use permit to Sh tokan Karate-Do is <br />consistent with the City's a ility to regulate <br />zoning as listed in Municipal ode section 18.124 <br />"Conditional Uses." Therefor, the proposed use <br />complies with all relevant sec ions of the zoning <br />ordinance. I <br /> <br />WHEREAS, projects of this nature are categoricLllY exempt from the <br />requirements of the California Envirfnmental Quality Act <br />(CEQA); and I <br /> <br />WHEREAS, the Planning Commission determined that the proposed <br />conditional use, as conditioned, is appropriate for the <br />site. <br />
