<br />Resolution No. PC-93-58 <br />Page 2 <br /> <br />pride in the Downtown; and sta ilize and enhance <br />the value of property, Also, th Downtown Specific <br />Plan encourages retail stores Downtown, and the <br />Downtown Revitalization Plan enc urages retail uses <br />on the ground floors of buildin s. <br /> <br />As proposed and currently opera ing, the "Best of <br />Seconds" store would not alte in any way the <br />approved exterior of the buildi g so as to detract <br />from its development standards. In addition, the <br />retail clothing store has not s emed to interfere <br />with any of the surrounding uses' ability to <br />operate in its several months' 0 operation at this <br />location. The store would be 10 ated on the ground <br />floor and would add to the eco omic vitality and <br />diversity of the Downtown, pos ibly contributing <br />patronage to other businesses. In fact, Ms. <br />Hinojos states that because of er store's listing <br />in the Resale Connection, a book which lists all of <br />the consignment stores in north n California, she <br />receives out-of-town clients f om places as far <br />away as Sacramento and Monterey. The store already <br />has been operating Downtown f r several years, <br />although in a different locati n, and apparently <br />has not had a detrimental e fect on adjacent <br />businesses. The anticipated c ient demand would <br />not generate any unusual dem nds on existing <br />parking for the building or the owntown. <br /> <br />As proposed and conditioned, he use would be <br />compatible with adjacent retai and office uses <br />located within the building. he applicant also <br />can be required to mitigate fut re nuisances as a <br />result of the proposed use. <br /> <br />B. That the proposed location of t e conditional use <br />and the conditions under which i would be operated <br />or maintained will not be detrim ntal to the public <br />health, safety, or welfare, or ma erially injurious <br />to the properties or improvement in the vicinity. <br /> <br />If operated as described by t e applicant, the <br />proposed retail clothing store would complement <br />rather than detract from the surrounding <br />businesses. The hours of opera ion of the store <br />are similar to those of other re ail businesses in <br />Downtown Pleasanton, and the umber of clients <br />would be similar to that of an retail clothing <br />store in the Downtown area. The proposed use will <br />have adequate on-street parkin , similar to any <br />other Downtown retail use, to me t client demand. <br />
