Also, he Downtown Specific <br />Plan encourages retail store Downtown, and the <br />Downtown Revitalization Plan e courages retail uses <br />on the ground floors of build'ngs. <br /> <br />As proposed and currently ope ating, the "Best of <br />Seconds" store would not al er in any way the <br />approved exterior of the buil ing so as to detract <br />from its development standard. In addition, the <br />retail Clothing store has not seemed to interfere <br />with any of the surround in uses' ability to <br />operate in its several months' of operation at this <br />location, The store would be located on the ground <br />floor and would add to the e onomic vitality and <br />diversity of the Downtown, p ssibly contributing <br />patronage to other businesse . In fact, Ms. <br />Hinojos states that because of her store's listing <br />in the Resale Connection, a boo which lists all of <br />the consignment stores in nort ern California, she <br />receives out-of-town clients rom places as far <br />away as Sacramento and Monterey The store already <br />has been operating Downtown or several years, <br />although in a different locat on, and apparently <br />has not had a detrimental ffect on adjacent <br />businesses. The anticipated lient demand would <br />not generate any unusual de ands on existing <br />parking for the building or the Downtown. <br /> <br />As proposed and conditioned, the use would be <br />compatible with adjacent reta'l and office uses <br />located within the building. The applicant also <br />can be required to mitigate fu ure nuisances as a <br />result of the proposed use. <br /> <br /> <br />B. That the proposed location of <br />and the conditions under which i would be operated <br />or maintained will not be de trim ntal to the public <br />health, safety, or welfare, or m terially injurious <br />to the properties or improvemen s in the vicinity. <br /> <br /> <br />If operated as described by t e applicant, the <br />proposed retail clothing store would complement <br />rather than detract from the surrounding <br />businesses. The hours of oper tion of the store <br />are similar to those of other re ail businesses in <br />Downtown Pleasanton, and the umber of clients <br />would be similar to that of a retail clothing <br />store in the Downtown area.
