Attached to the Initiative text was a map that showed the area on the Bemal Property <br />where the "30 to 50 acre" Community Park is to be located. <br /> <br />The Initiative originally qualified for the ballot; however, the City Council adopted the Initiative <br />in July 2004 in lieu of submitting it to the voters. The result of this action was to add the <br />following policy to the Bemal Phase I Specific Plan: <br /> <br /> "Parks Policy 3A: Preservation of Community Park Site. <br /> a. The 30-50 acre Community Park described in Parks Policy 3 shall be located <br /> within the area shown in the cross-hatched area on the map attached <br /> (Attachment 3). That map is made a part of the Bemal Property Specific Plan. <br /> b. The City shall approve no land uses that are incompatible with use of the <br /> Community Park for lighted sports fields, outdoor amphitheaters, amplified <br /> sound, and other uses typically found in a large Community Park. <br /> c. The City shall adopt a master plan for the Community Park in order that <br /> compatibility of proposed nearby uses can be compared with real plans for the <br /> Community Park. <br /> d. Development of the first phase of the Community Park shall be given the <br /> highest reasonable priority in development of the Bemal site. <br /> e. Nothing in this Policy shall limit the discretion of the City to locate additional <br /> park uses in areas outside the Community Park overlay district." <br /> <br />The above (Phase I) Specific Plan additions impact the Community Park Plan in the following <br />ways: <br /> · The general location of the Park is mandated as shown on Attachment 3 of this report. <br /> Note, however, that the cross-hatched area on encompasses an area of greater than 50 <br /> acres. Accordingly, depending on where the Park ultimately is situated, other uses could <br /> also be located in the northeast comer, assuming such uses are compatible with a typical <br /> Community Park. <br /> · The Draft Phase II Specific Plan must consider the future impacts of the Community Park <br /> (lighting, noise, traffic, etc.) to ensure the compatibility of future potential uses to be <br /> located within the vicinity of the Park. <br /> · The City must adopt a master plan for the Community Park. <br /> · Development of the first phase of the Park (Phase I Lighted Baseball Fields) must be <br /> given the highest priority for development. <br /> <br />SR05:131 <br />Page 4 <br /> <br /> <br />
