The most recent Council meeting related to the above site plan alternatives was held on <br />February 1, 2005. Since that time, the five Phase II Specific Plan alternatives and two Bernal <br />Community Park alternatives (Attachment 1) have been presented for public comments and <br />recommendations at a series of meetings. These have included: <br /> <br /> · Civic Arts Commission - March 7 <br /> · Youth Commission- March 9 <br /> · Planning Commission- March 9 <br /> · Parks and Recreation Commission - March 14 <br /> · Town Hall Meeting - April 11 <br /> <br />Each of the commissions received public comments and then prepared recommendations <br />(Attachment 2) regarding the various site plan alternatives. Comments (Attachment 4) were also <br />received from approximately 50 community members at the Town Hall Meeting that was <br />attended by over 200 citizens. <br /> <br />The purpose of tonight's meeting is for the Council and Parks and Recreation Commission to <br />accept additional public comment, and then discuss the recreational aspects of the various <br />Bernal Property and Community Park altematives. <br /> <br />Following the study session, the Council is scheduled to conduct one or more public workshop <br />sessions in June to narrow the various Bernal alternatives east of 1-680, as well as to explore <br />new scenarios for the primary open space west ofi-680. This work is planned to conclude with <br />the Council providing direction to staff on how to proceed with preparing the preferred plan for <br />the updated Draft Phase II Specific Plan, as well as the Bernal Community Park PUD plan. <br /> <br />Perhaps equally as important as the direction for the preferred plans, the Council will also be <br />asked to identify the various alternatives it would like addressed in the upcoming Bernal <br />Environmental Impact Report (e.g., Cultural Arts Center locations, possible inclusion of an ACE <br />Train Station, etc.). In this way, all alternatives of importance to the community and outside <br />agencies can remain available for inclusion in the final Plans regardless of whether they are <br />initially included in the preferred draft plans. This is particularly important because until the <br />EIR analysis of the various alternatives is completed, fully informed decisions cannot be made <br />with regard to the potentially key environmental impacts such as traffic, noise, lighting, security, <br />safety, etc. <br /> <br />INITIATIVE TO SAVE OUR COMMUNITY PARK <br /> <br />In reviewing the various site plan alternatives for the Bernal Property, it is important to keep in <br />mind the 2004 "Initiative to Save Our Community Park" (Attachment 3). This initiative sought <br />primarily to preserve a location for the Community Park in the northeastern portion of the Bernal <br />Property and to ensure that future surrounding uses would not be incompatible with the Park <br /> <br />SR 05:131 <br />Page 3 <br /> <br /> <br />
