SUMMARY OF COMMISSION RECOMMENDATIONS AND COMMUNITY
COMMENTS

City Commission Recommendations

Summary conclusions of the primary recommendations provided by the four City commissions
regarding the five Phase II Specific Plan and the two Community Park alternatives include the
following:
· General support for the Valley Avenue alternative site location for the Cultural Arts
Center.
General support to study the potential for adding tennis courts at the Bemal Property.
General support for locating the Teen Center adjacent to the sports fields.
· Full support for proceeding with the Bemal Community Park alternative site plan prepared
by M.D. Fotheringham.

Community Comments

A town hall meeting was held by the City on April 11, 2005, to provide an opportunity for
citizens to express their views on the various site plan alternatives. The meeting was attended by
approximately 200 people, and verbal comments were received from 50 citizens. Numerous
comment forms were also completed by those in attendance. A summary report of all verbal and
written comments was subsequently prepared and is included for your information (Attachment
4). The primary town hall meeting comments tended to focus on the following:

· Strong support was expressed for developing a variety of high quality lighted sports fields,
as soon as possible. Concern was expressed about how long the Bemal planning process
is taking.
· Locating the Cultural Arts Center in the northeast comer of the Bemal Property re-
emerged as a preferred site by many who spoke at the meeting.
· The protection of substantial open space areas remains a high priority.
· Community opposition generally continues to be expressed about developing an ACE
Train Station on the Bemal Property.
· The preferred Teen Center and Private Youth Club site locations are adjacent to the sports
fields.
· Support was expressed for developing lighted tennis courts.
· Bemal facilities should be for people of all ages.
· Continued support was expressed for permitting a 4H Club.
· Continued support was expressed for an extensive gravel surface trail system.

SR 05:131
Page 5
