YOUTH COMMISSION RECOMMENDATIONS REGARDING <br /> FIVE SITE PLAN ALTERNATIVES FOR THE BERNAL PHASE II SPECIFIC <br /> PLAN AND TWO ALTERNATIVES FOR THE BERNAL COMMUNITY PARK <br /> (Prepared by Wayne Rasmussen, Consulting Project Coordinator <br /> March 9, 2005) <br /> <br />The Youth Commission met on March 9, 2005 to review and comment on five site plan <br />alternatives (dated November 30, 2004) for the "Central Area" of the Bernal Phase II <br />Specific Plan. The Commission also reviewed two site plan alternatives for the Bernal <br />Community Park consisting of: (1) the Bemal Community Park Task Force's Draft Plan- <br />1; and (2) the M.D. Fotheringham Unified Concept Plan. Following public input and <br />Commission discussion regarding all of the above altematives, the Commission provided <br />the following recommendations: <br /> <br />Specific Plan Site Plan Alternatives: <br /> <br /> 1. Do not include the Teen Center within the Cultural Arts Center complex. <br /> 2. Since a Private Youth Club would duplicate many of the same activities and <br /> facilities provided by a Teen Center, a Youth Club (not including the potential <br /> Private Agricultural Club) should not be included within the Specific Plan. <br /> 3. The Teen Center could be developed in conjunction with a Community Center but <br /> the two facilities should be physically separated. <br /> 4. Locate the Teen Center next to the Community Park sports fields. <br /> 5. Provide a bus stop at the Teen Center. <br /> 6. Develop a pedestrian over-crossing over the train tracks to facilitate better access <br /> between the Bemal Property and the Case Avenue schools. <br /> 7. The Commission has mixed feelings about street roundabouts. Other traffic- <br /> calming methods such as speed bumps and stop signs should also be considered. <br /> If roundabouts are to be used, they should be limited in number and constructed <br /> with large diameters. <br /> 8. Minimize the number of City street signs within the Bernal Property. <br /> 9. The Commission supports the Valley Avenue Cultural Arts Center alternative site <br /> location. <br /> <br />Community Park Alternatives: <br /> <br /> 1. The Commission supports the M. D. Fotheringham Unified Concept Plan for the <br /> Bemal Community Park. <br /> <br /> <br />
