PLANNING COMMISSION RECOMMENDATIONS REGARDING <br /> FIVE SITE PLAN ALTERNATIVES FOR THE BERNAL PHASE II SPECIFIC <br /> PLAN AND TWO ALTERNATIVES FOR THE BERNAL COMMUNITY PARK <br /> (Prepared by Wayne Rasmussen, Consulting Project Coordinator <br /> March 9, 2005) <br /> <br />The Planning Commission met on March 9, 2005 to review and comment on five site <br />plan alternatives (dated November 30, 2004) for the "Central Area" of the Bemal Phase <br />II Specific Plan. The Commission also reviewed two site plan altematives for the Bemal <br />Community Park consisting of: (1) the Bemal Community Park Task Force's Draft Plan- <br />1; and (2) the M.D. Fotheringham Unified Concept Plan. Following public input and <br />Commission discussion regarding all of the above alternatives, the Commission provided <br />the following comments as individual members and as a full Commission: <br /> <br />Specific Plan Site Plan Alternatives: <br /> <br /> · Phillip Blank - Prefers Alternative D primarily because the Cultural Arts Center <br /> location south of Valley Avenue would result in the least impact on neighboring <br /> residents. <br /> · Anne Fox - Prefers to locate the Cultural Arts Center as close to Downtown as <br /> possible. She supports Alternative E with the Cultural Arts Center setback from <br /> Bemal Avenue, and the Teen Center/Youth Club situated next to the Community <br /> Park. Ms. Fox further commented that future tennis courts would more <br /> appropriately located at school sites than on the Bemal Property. <br /> · Trish Maas - Prefers Alternative D with the Cultural Arts Center located south of <br /> Valley Avenue. She further commented that the Youth Club/Teen Center should <br /> be moved to a more appropriate area of the Bemal Property, and that tennis courts <br /> should be developed at the Alternative D Youth Club/Teen Center site. <br /> · Mary Roberts - Prefers locating the Cultural Arts Center in the northeast comer <br /> of the Bemal Property where it would better relate to the Downtown. If this is not <br /> practical, then she would prefer the Valley Avenue site as shown on Altemative <br /> A. She would not like to see the Arts Center located in the Central Meadow. She <br /> also felt that the Teen Center and Youth Club should not become a combined use, <br /> and that the Ace Train Station should be kept in the Specific Plan. <br /> <br />Community Park Alternatives: <br /> <br />The Commission supported the M. D. Fotheringham Unified Concept Plan for the Bemal <br />Community Park, and recommended that tennis courts be included. <br /> <br /> <br />
