CIVIC ARTS COMMISSION RECOMMENDATIONS REGARDING <br /> FIVE SITE PLAN ALTERNATIVES FOR THE BERNAL PHASE II SPECIFIC <br /> PLAN AND TWO ALTERNATIVES FOR THE BERNAL COMMUNITY PARK <br /> (Prepared by Wayne Rasmussen, Consulting Project Coordinator <br /> March 7, 2005) <br /> <br />The Civic Arts Commission met on March 7, 2005 to review and comment on five site <br />plan alternatives (dated November 30, 2004) for the "Central Area" of the Bernal Phase <br />II Specific Plan. The Commission also reviewed two site plan alternatives for the Bemal <br />Community Park consisting of: (1) the Bemal Community Park Task Force's Plan-l; and <br />(2) the M.D. Fotheringham Unified Concept Plan. Following public input and <br />Commission discussion regarding all of the above alternatives, the Commission modified <br />its December 7, 2004 recommendation regarding the Specific Plan alternatives to now <br />generally favor the Valley Avenue site location for the Cultural Arts Center instead of the <br />Bernal Avenue site, as presented below. The Commission did not have any <br />recommendations regarding either of the Bernal Community Park alternative site plans. <br /> <br />Commission Recommendation: The Civic Arts Commission generally favors <br />Alternative A with the Cultural Arts Center located south of Valley Avenue, but without <br />the teen center included within the Cultural Arts Center complex. There was also some <br />support for Alternative B with the Center set back off of Bernal Avenue. <br /> <br /> <br />
