Resolution No. PC-92-98
Page 2

The topography of the 17 acre site is relatively
flat. The proposed residential development would
require regrading of the existing fill from the
Valley Avenue underpass that was previously placed
on the site. Minimal grading would be required in
order to achieve positive drainage on the
individual lots. Also, City building code
requirements would ensure that building foundations
and parking areas are constructed on satisfactorily
compacted fill.

3. The design of the subdivision and proposed
improvements will not cause substantial
environmental damage or substantially and avoidably
injure fish or wildlife or their habitat.

An extensive review of the stanley Boulevard
frontage improvements has been completed and
appropriate revisions established to ensure that
the health of the existing walnut trees would be
maintained. The site is not located within the
Alquist-priolo study Zone or within a flood hazard
area. Erosion control and dust suppression
measures will be documented in the final map and
will be administered by the City's Building and
Public Works Departments. A negative declaration
was approved for the PUD development plan and
rezoning. Therefore, this finding can be made.

4. The design of the subdivision is not likely to
cause serious public health problems.

Public safety measures have been incorporated into
the design of the proposed development plan and
off-site improvements. The former railroad
crossing of stanley Boulevard (Del Valle Parkway)
would be lowered to flatten the approach to the
intersection of Del Valle Parkway and Stanley
Boulevard. Bus turnouts and enclosures would be
provided on the project side of stanley Boulevard
in close walking proximity to the project. As
conditioned, all on-site streets meet city
standards. Adequate access is provided to all
structures for police, fire, and other emergency
vehicles.

5. The design of the subdivision or its related
improvements will not conflict with easements,
acquired by the public at large, for access through
or use of property within the proposed subdivision.

..

-
