<br />Resolution NO. PC-92-98 <br />Page 2 <br /> <br />The topography of the 17 acre site is relatively <br />flat. The proposed residentia development would <br />require regrading of the exis ing fill from the <br />valley Avenue underpass that was previously placed <br />on the site. Minimal grading ou1d be required in <br />order to achieve posi ti ve drainage on the <br />individual lots. Also, C ty building code <br />requirements would ensure that uilding foundations <br />and parking areas are construct d on satisfactorily <br />compacted fill. <br /> <br />3. <br /> <br />The design of the subdivi <br />improvements will not <br />environmental damage or substan <br />injure fish or wildlife or the <br /> <br />ion and proposed <br />ause substantial <br />ially and avoidably <br />r habitat. <br /> <br />An extensive review of the stanley Boulevard <br />frontage improvements has een completed and <br />appropriate revisions estab1i hed to ensure that <br />the health of the existing wa nut trees would be <br />maintained. The site is not located within the <br />Alquist-priolo study Zone or w thin a flood hazard <br />area. Erosion control an dust suppression <br />measures will be documented i the final map and <br />will be administered by the ity's Building and <br />Public Works Departments. A egative declaration <br />was approved for the PUD d ve10pment plan and <br />rezoning. Therefore, this fin ing can be made. <br /> <br />4. The design of the subdi visio is not likely to <br />cause serious public health pr b1ems. <br /> <br />public safety measures have be n incorporated into <br />the design of the proposed eve10pment plan and <br />off-site improvements. T e former railroad <br />crossing of stanley Boulevard (Del Valle Parkway) <br />would be lowered to flatten he approach to the <br />intersection of Del Valle arkway and stanley <br />Boulevard. Bus turnouts and enclosures would be <br />provided on the project side f Stanley Boulevard <br />in close walking proximity 0 the project. As <br />conditioned, all on-site streets meet city <br />standards. Adequate access is provided to all <br />structures for police, fire, and other emergency <br />vehicles. <br /> <br />5. The design of the subdivis'on or its related <br />improvements will not confl'ct with easements, <br />acquired by the public at larg , for access through <br />or use of property within the roposed subdivision. <br />
