On Foothill Road near the intersection of "A" street, the <br />pavement shall be widened an additional 2 feet to allow <br />vehicles to pass on the right side of a vehicle turning <br />left into the project. The roadway transitions shall <br />comply with the Caltrans' Highway Design Manual, but <br />shall be at least 250 feet on each side of the <br />intersection, unless otherwise approved by the City <br />Engineer. <br /> <br />The developer shall bear the full cost of the construction of <br />the street improvements. The developer may enter into a <br />reimbursement agreement with the city to recover a pro-rata <br />reimbursement from any other benefitting properties. <br /> <br />16. The developer shall dedicate to the City for street right-of- <br />way purposes that portion of land necessary for the <br />improvement of Foothill Road, essentially as described above. <br /> <br />17. Prior to approval of the Final Map, the developer shall <br />indicate that proper line of sight is possible from the new <br />exit driveway, subject to the review and approval of the city <br />Engineer. The City Engineer shall determine whether portions <br />of the existing fenceline need to be relocated and if <br />vegetation needs to be removed. Should existing vegetation <br />need to be removed, the developer shall submit a planting plan <br />to replace the removed vegetation, subject to the review and <br />approval of the Planning Director. <br /> <br />18. The existing roadway section of the proposed "A" street shall <br />be sampled by the project soils engineer to determine the <br />minimum asphalt overlay. In no case shall the minimum overlay <br />be less than 2 inches. <br /> <br />19. Unless otherwise approved by the city Engineer and Fire <br />Marshall, the face of curb radius of the bulb portion of the <br />cul-de-sac shall be 45 feet. <br /> <br />20. No driveway access shall be permitted to Foothill Road. The <br />Final Map shall indicate this condition, and it shall be <br />recorded on the deed of each lot with frontage on Foothill <br />Road. <br /> <br />21. No private driveways may be gated or locked in any fashion to <br />preclude emergency access. <br /> <br />22. Unless otherwise approved by the Fire Marshall, all Emergency <br />Vehicle Access Easements (EVA) shall consist of a 16 foot wide <br />paved roadway with 2 feet of "grass-crete", "turf-block" or <br />similar hard surface on both sides of the pavement. <br />
