Resolution No. PC-92-89
Page 2

As proposed, the massage studio will not alter in
any way the approved exterior of the Downtown
Center building so as to detract from its
development standards. In addition, the massage
studio will not interfere with surrounding uses'
ability to operate. The proposed studio would add
to the economic vitality and diversity of the
Downtown, possibly contributing patronage to other
businesses. The anticipated client demand will not
generate any unusual demands on existing parking
for the building or the Downtown. As conditioned,
the proposed use will be compatible with adjacent
retail and office uses located within the building.
The applicant can also be required to mitigate
future nuisances as a result of the proposed use.

B. That the proposed location of the conditional use
and the conditions under which it would be operated
or maintained will not be detrimental to the public
health, safety, or welfare, or materially injurious
to the properties or improvements in the vicinity.

Given the proposed hours of operation, the
projected number of clients, and the size of the
business, staff feels the massage studio will not
impact surrounding uses. Also, staff believes that
the proposed use will have adequate on and off-
street parking to meet project demand.
Professional massage centers tend to be quiet and
will not subject surrounding uses to heavy truck
traffic, hazardous odors, or other objectionable
influences.

C. That the proposed conditional use will comply with
each of the applicable provisions of the zoning
ordinance.

The site's c-c zoning conditionally permits the
establishment of massage studios. The proposed use
complies with all relevant sections of the zoning
ordinance. Granting a conditional use permit to
the applicants would be consistent with the city's
ability to regulate zoning as listed in the
Municipal Code Chapter 18.124.

WHEREAS, the Planning Commission also made the following
additional findings:

A. That the proposed location, development plan, and
architectural treatment comply with the standards
contained in the Civic Overlay District.

II
