<br />Resolution No. PC-92-86 <br />Page 6 <br /> <br />8. The Rotary Club shall work with staff to develop special site <br />development standards for decks, patio covers, gazebos, spas, <br />and other accessory structures for the development. The <br />special standards shall be submitted for review and approval <br />by the Planning Director prior to approval of a final map. <br />Said standards shall limit such structures in such a way as to <br />ensure adequate open space in rear/side yards while allowing <br />reasonable use of accessory structures. <br /> <br />9. The developer shall obtain all building and other applicable <br />city permits for the development prior to the commencement of <br />construction. <br /> <br />10. The 7 townhouse units shall be sold to qualified, <br />owner-occupant home buyers at prices considered affordable to <br />"moderate" and "below-moderate" income households (i.e. 120% <br />or less of the most recent median income level for the Alameda <br />and Contra Costa county areas, or "Oakland PMSA"). The goal <br />of the affordability program shall be to provide these 7 units <br />at the lowest possible price to qualifying households. Toward <br />that end, the City agrees to waive all City fees for the 7 <br />townhouse units. The details of the affordability program <br />shall be prepared by staff and the applicant and submitted for <br />review and approval by the Planning Commission in conjunction <br />with the tentative map. <br /> <br />11. The applicant shall effectively screen from view all ducts, <br />meters, air conditioning equipment, and any other mechanical <br />equipment, whether on the structure, on the ground, or on the <br />roof, with materials architecturally compatible with the main <br />structure. Screening details shall be shown on the plans <br />submitted for issuance of building permits, the adequacy of <br />which shall be determined by the Planning Director. All <br />required screening shall be provided prior to occupancy. <br /> <br />12. All mechanical equipment shall be constructed in such a manner <br />that noise emanating from it will not be perceptible beyond <br />the property plane of the subject property in a normal <br />environment for that zoning district. <br /> <br />13. The applicant shall submit a final lighting plan for the <br />building and the site for the review and approval of the <br />Planning Director prior to issuance of building permits. <br />Lighting shall be directed away from adjacent residences. <br /> <br />14. All utili ties required to serve any existing or proposed <br />development on-site shall be installed underground, unless <br />otherwise determined by the city Engineer. <br /> <br />" <br /> <br />. <br />
