<br />3. <br /> <br />The plan is compatible with previously <br />properties in the vicinity and the <br />topographic features of the site: <br /> <br />developed <br />natural, <br /> <br />The site is an infill prope,rty surrounded by a <br />variety of commercial serV1ce, residential, and <br />industrial uses and vacant land. The proposed <br />service commercial development would be consistent <br />with the existing service commercial and industrial <br />uses which border the site three sides. The <br />property is immediately bordered on the north and <br />south sides by existing transportation uses, <br />stanley Boulevard and the Union Pacific Railroad. <br />The proposed service commercial development would <br />require minor regrading of the existing fill from <br />the Valley Avenue underpass that was placed on the <br />relatively flat site. Minimal grading would be <br />completed in order to achieve positive drainage on <br />the proposed building sites. The plan is <br />compatible with the previously developed properties <br />and the natural, topographic features of the site. <br /> <br />4. Grading takes into account environmental <br />characteristics and is designed in keeping with the <br />best engineering practices to avoid erosion, <br />slides, or flooding to have as minimal an effect <br />upon the environment as possible. <br /> <br />The subject property is relatively flat. Grading <br />will be limited to building pads and circulation <br />areas. As conditioned, the existing grades within <br />the driplines of the walnut trees along Stanley <br />Boulevard would be maintained in order to promote <br />the preservation of these existing trees which are <br />a visual resource to the city. The property is not <br />located in the Alquist-Priolo Study Zone. city <br />building code requirements would ensure that <br />building foundations and parking areas are <br />constructed on satisfactorily compacted fill. <br />Erosion control and dust suppression measures will <br />be documented in the final map and/or building <br />permit and will be administered by the City's <br />Building and Public Works Departments. According <br />to the United States Department of Housing and <br />Urban Development Flood Hazard maps, no portion of <br />the site is located in a flood hazard zone. <br /> <br />5. <br /> <br />The streets <br />located to <br />landscape: <br /> <br />and buildings have been designed and <br />complement the natural terrain and <br />
