<br />6. Any proposed revisions to the recycling processing <br />faci1ity, inc1uding the addition of awnings over the <br />MRF, shall be subject to the review and approval of <br />the Planning Director, who may refer the matter to the <br />Planning Commission for decision. <br /> <br />C. Recycling collection facility (large), including: <br />administrative office; a "buy-baCk" center; storage of <br />recyclable materials; and other operations directly related <br />to the collection of recyclable materials (CUP). <br /> <br />1. The collection facility shall meet all state <br />requirements for recycling buy-back centers, and the <br />applicant shall secure a state permit for said use <br />which shall be maintained effective during the <br />operation of this use permit. The recycling <br />collection facility shall be maintained and operated <br />according to all County, state and local agency rules <br />and regulations governing such facility. Violation of <br />these regulations will be considered a violation of <br />the use permit. The city shall be notified <br />immediately should any required permit lapse or should <br />the applicant be found by such agency to be in <br />violation of any permit requirement. <br /> <br />2. The applicant shall submit a revised site plan for the <br />review and approval of the Planing Director, Showing <br />the location of the buy-back center, location of buy- <br />back center storage bins, parking and turn-around <br />areas for buy-back customers. Said parking and turn- <br />around areas shall be located so as not to interfere <br />or impede on-site circulation patterns and designated <br />travel lanes. No stacking of vehicles shall be <br />permitted in designated travel lanes or parking areas <br />not designated for the buy-back center. <br /> <br />3. All buy-back recyclables shall be stored, when <br />appropriate, in watertight containers, located on a <br />sealed, dust-free surface to the satisfaction of the <br />City Engineer. No "open" storage of buy-back <br />recyclables shall be permitted: buy-back recyclables <br />shall not be permitted to accumulate uncontained. <br />Containers should be emptied at least once weekly, or <br />as necessary to avoid overflow. <br /> <br />D. Wood chipping operation (only as part of recycling <br />activities), including: sorting of wood materials for <br />chipping purposes storage of pre-processed wood products; <br />storage of processed wood products; shipping of processed <br />wood off-site (CUP). <br />
