<br />B. Recyclinq processinq facility (small and large), including: <br />administrative offices; use of a conveyor be1t and picking <br />station for sorting of recyclable materials; crushing, <br />compacting and baling of recyclable materials; storage of <br />recyclable materials; transporting recyclable materials <br />off-site; and other operations directly related to the <br />processing of recyclable materials (CUP). <br /> <br />1. The applicant (City Automatic Recycling, Inc.) shall <br />file a quarterly report with the City Manager's office <br />and the planning Department, indicating the average <br />daily tonnage of recyclable materials handled by the <br />facility. This report shall indicate also the <br />characterization of the materials. <br /> <br />2. All recyclable materials shall be baled, or stored in <br />appropriate containers. When necessary or convenient <br />(such as for the temporary storage of batteries), said <br />containers shall be water tight. Recyclable materials <br />not stored within an enclosed structure or container <br />shall be removed from the site at least once a week. <br /> <br />3. Baled recyclable materials, unsuitable for storage in <br />a container, and storage containers for recyclable <br />materials shall be located on a sealed, dust-free <br />surface (to the satisfaction of the city Engineer) and <br />not located in a designated travel lane or parking <br />area. The applicant shall submit to the Planning <br />Director for review and approval, a site plan <br />indicating the proposed location of storage bins and <br />storage areas of recyclable materials. <br /> <br />4. The reCYCling processing facility shall be maintained <br />and operated according to all county, state and local <br />agency rules and regulations governing such facility. <br />All such permits shall be obtained and maintained <br />effective during the operation of this use permit. <br />violation of these regulations will be considered a <br />violation of the use permit. The City shall be <br />notified immediately should any required permit lapse <br />or should the applicant be found by such agency to be <br />in violation of any permit requirement. <br /> <br />5. All processing facilities, including the Materials <br />Recovery Facility (MRF), shall be maintained in a <br />dust-free, odor-free and orderly manner, to the <br />greatest extent possible given the nature of the use. <br />Unbaled or uncontained recyclables, overflowing <br />storage bins, or improperly located storage areas <br />shall be considered a violation of the use permit <br />performance standards. <br /> <br />- <br />
