If operation of this use results in conflicts pertaining to parking, noise, traffic, or other impacts, at the discretion of the Planning Director, this conditional use permit may be referred to the Planning commission for subsequent review at a public hearing. If necessary, the commission may modify or add conditions of approval to mitigate such impacts, or may revoke the conditional use permit. 8. There shall be no more than 20 horses kept on the site at any given time, including those owned by the applicant. The boarding of additional horses shall be subject to subsequent review and approval by the Planning Director. 9. There shall be no major events open to the public on the site relative to the horse boarding facility. Horse-riding lessons shall be limited to individualized instruction with no more than five students at a given time. 10. No employees other than residents of the property shall live on the site. 11. The applicant shall provide a specific area for washing horses prior to occupancy. The wash racks/bathing area shall be located on concrete. The final location of the facility shall be subject to review and approval by the Planning Director prior to the issuance of any building permits for the facility. 12. The roads, parking lot, and other areas of the facility shall be maintained in a clean, dust-free manner at all times. The applicant shall employ appropriate measures to ensure that dust does not adversely impact adjacent properties. 13. The developer shall obtain all building and other applicable City permits for the horse stable and related improvements prior to construction. 14. Final inspection by the planning Department is required upon completion of the buildings and prior to opening the facility for use. 15. The applicant shall comply with all the applicable requirements and regulations of the County Health Care Services and Vector control Agencies, including regulations on animal waste removal. .. ., .
