Schools

Impact: project student contri~ution to overcrowded scboo1s

The city finds that the project will contribute towards an overall
increase in student enrollment whereas both the existing elementary
and middle schools are already near capacity. Hence, the need for
additional school facilities. This is a significant impact (Draft
EIR, pages 7-4 and 7-5).

proposed Mitigation Measures of the EIR

The EIR identified the following mitigation measure which would
substantially avoid this schools impact.

7-5 contribute toward additional school facilities (Draft EIR,
page 7-5). Said mitigation measure was considered and adopted
with any pertinent changes in Condition 7-4, Exhibit "B" of
the Planning commission staff report dated May 27, 1992.

Finding: Mitigation Measure 7-5 Feasi~1e and Required

The city finds that it is feasible to mitigate this impact to a
less-than-significant level by requiring the applicant and
successors in interest to implement Mitigation 7-5, as discussed
above. The applicant and successors in interest shall be required
to contribute an equitable share to the funding of school
facilities as a "Condition of Approval" to the project.

sanitation: Effluent Disposal
Impact: potential problem in treated effluent disposal

The city finds that effluent from the project may not be accepted
for treatment because of effluent disposal problems. This
uncertainty is a potential significant impact (Draft EIR, page
7-6) .

proposed Mitigation Measure of the EIR

The EIR identified the following mitigation measure which would
SUbstantially avoid this sanitation impact.

7-6 Phase the project in relation to effluent disposal capacity
(Draft EIR, page 7-7). Said mitigation measure was considered
and adopted with any pertinent changes in condition 7-5,
Exhibit liB" of the planning Commission staff report dated May
27, 1992.

Finding: Mitigation Measure 7-6 Feasible and Required

The city shall implement said mitigation measure, if needed.

15

II ., .
