Additionally, recommended conditions would limit
the amount of landslide repair permitted for
development of lots, and elimination of lots which
would necessitate repairs adversely affecting the
visual character and terrain.

4. The grading takes into account environmental
characteristics and is designed in keeping with the
best engineering practices to avoid erosion,
slides, or flooding to have as minimal an effect
upon the environment as possible.

Grading for development alone is proposed in such a
fashion as to be sensitive to existing vegetation
and contours. However, grading due to landslide
repair could have significant adverse impacts on
the natural topography and vegetation. staff has
recommended elimination form the plan of certain
lots (Lots 3, 4, 6 and 7) to reduce the need for
landslide repair in sensitive areas of the site.
The applicant has redesigned the plan to reflect
this condition.

However, further geotechnical studies may indicate
that grading for landslide repair could extend
beyond the areas indicated on the buttress plan
(SEIR, Chapter 9, Figure 9-4). Such grading may
have additional impacts on the visual quality of
the site and on vegetation. Staff has added a
condition of approval which states that the
Planning Commission may require at the tentative
map stage, elimination of additional lots from the
plan if the commission feels that the landslide
repair necessary to construct those lots would have
adverse impacts.

5.

The streets
located to
landscape:

and buildings have been designed and
complement the natural terrain and

The development plan has indicated streets in areas
where little grading would need to occur and have
designed streets so that they are as unobtrusive as
possible. Recommended mitigation measures and
conditions of approval require that homes be
designed to blend with the natural terrain and
located to take advantage of existing vegetation.

6.

Adequate public safety measures have
incorporated into the design of the plan:

been

The plan already incorporates emergency vehicle
access (EVA) roads throughout the project site.
Implementation of conditions and mitigation
