As discussed in section IV. A. above, the plan as
proposed is consistent with the General Plan land
use designations of Rural Density and Low Density
Residential, but the plan is n!2t consistent with
land use policies of the General Plan, such as
maintaining average densities across the site,
maintaining the site's holding capacity of 51
units, and providing on-site tlublic amenities to
off-set the proposed above-average density.

The SEIR suggests mitigation measures to make the
project consistent with General Plan policies, and
staff has recommended implementing these or similar
measures. The project would be consistent with
General Plan policies only if the number of lots
proposed were reduced to 51, or if a useable.
tlublic amenity is provided to off-set the increased
density.

with the recommended mitigation measures for
further geotechnical study and with proper
landslide repair measures, the project can meet the
General Plan Safety Element pOlicy of "acceptable
risk". staff has conditioned that elimination of
lots from the plan may be required if the repair
measures necessary to achieve "acceptable risk" are
determined to be too drastic.

3.

developed
natural,

The plan is compatible with previously
properties in the vicinity and the
topographic features of the site:

As noted in the SEIR, the vicinity is characterized
by low density residential development.
Development of this site would be a continuation of
the trend of residential development along the west
side of Foothill Road. Properties immediately
adjacent to the site have been developed on larger
lots, with homes that generally maintain a fairly
low profile. Mitigation measures and conditions of
approval would require the project to maintain land
use and visual consistency with adjacent
properties.

The development plan for the site generally is
sensitive to the natural features of the site. The
majority of the residences would be located on the
flat portion of the site, with only a few homes
located in hillside areas. Restrictions on
structure height, lot-grading, landscaping and
requirements for split-pad homes would make the
project compatible with the natural terrain.
