PrQject T.andscaDin~ <br /> <br />IMPACT: The Commission believes that visual conflicts could occur between the existing <br />vegetation pattern of scattered oak woodland and grassland, and the uncontrolled introduction <br />of irrigated turf or the extensive planting of exotic or non-native species. <br /> <br />DEGREE: <br /> <br />Potentially significant. <br /> <br />FINDING: The Commission finds that implementation of mitigation measures for guidelines <br />regarding landscape considerations for each lot, suggestions for the percentage of hillside yard <br />area which must remain natural, and implementation of the project's Landscape Design <br />Guidelines are feasible and have been incorporated into the project design or into the project by <br />reference through conditions of approval, and will be effective in red\lcing the visual impacts <br />of this project to a less than significant level. These mitigation measures are 50 and 5p of the <br />Final SEIR, pages 5-20 through 5-21. <br /> <br />60 Fencinl!: <br /> <br />IMP ACT: The Commission finds that inappropriate fencing could diminish the visual quality <br />of the site, particularly if solid fencing is placed along Foothill Road, adjacent to open space <br />areas or between lots on visually prominent hillside lots. <br /> <br />DEGREE: <br /> <br />Significant and avoidable. <br /> <br />FINDING: The Commission finds that implementation of mitigation measures for limiting the <br />location and height of solid fencing, providing guidelines for fence materials, utilizing and <br />incorporating the existing white post and board fencing in key areas and prohibiting the use of <br />chain link fence, and requiring landscaping for screening around permitted wire mesh fencing <br />are feasible and have been incorporated into the project design or into the project by reference <br />through conditions of approval, and will be effective in reducing the visual impacts of this <br />project to a less than significant level. These mitigation measures are 5v (items i through iv) <br />of the Final SE1R, page 5-24, and modifications thereto. <br /> <br />7. Lil!:htin~ <br /> <br />IMPACT: The Commission finds that night-lighting on the site would change from the <br />current minor and isolated lighting to that considered typical of residential development, ie street <br />lighting, residential lights and vehicle lights. These changes in lighting would increase ambient <br />light levels in the area, and would be apparent to adjacent residents and motorists along Foothill <br />Road and perhaps 1-680. <br /> <br />-6- <br /> <br />11 <br /> <br />. <br />
