T ;,de of neil!:hborhood nark in arealno permanent on-site onen snace <br /> <br />IMPACT: The Planning Commission fmds that a lack of a neighborhood park in the vicinity, <br />in combination with the project's proposed above-average densities with no public, on-site <br />amenity as required by the City's General Plan, could have a significant impact on the provision <br />of adequate, useable open space for the residents of the proposed development. <br /> <br />DEGREE: <br /> <br />Significant. <br /> <br />FINDING: The Commission finds that with a development density which does not exceed the <br />average, and with payment of in-lieu park fees, both of which the Commission finds are feasible, <br />no public on-site amenities are required. These measures (Conditions 7 and 45 [MM 7t]) have <br />been incorporated into the project design or into the project by reference through conditions of <br />approval, and will be effective in reducing the impacts of this project to a less than significant <br />level. <br /> <br />Noise Impacts <br /> <br />1. Noise levels in rear yards may exceed 60dB <br /> <br />IMPACT: The Commission finds that rear yard noise levels on certain hillside lots could <br />exceed the General Plan goal of 6OdB. <br /> <br />DEGREE: Potentially Significant. <br /> <br />FINDING: The Commission finds that although the use of standard, solid property-line <br />fencing on these lots would be effective in reducing these rear yard noise levels, the Commission <br />fmds that inappropriate use of such fencing could defeat the goals of achieving an aesthetic <br />development. Therefore, the Commission finds that an alternate mitigation requiring the project <br />architectural guidelines to indicate which lots are noise-impacted, that homes on these lots should <br />be designed to shield rear yards from freeway noise and that no solid fencing may be used is <br />feasible and have been incorporated into the project design or into the project by reference <br />through conditions of approval, and will be effective in reducing the impacts of this project to <br />a less than significant level. These measures are condition 47 and MM 8b and 8c. <br /> <br />-12- <br />
