<br />1837th zoning unit - County Planning Department <br />and Performance Guidelines for Landscape <br />"Landscape Water Conservation Guidelines, ". <br />shall incorporate the following provisions: <br />a. Locally indigenous and/or non-invasive, drought- <br />tolerant plants shall be emphasized. Where plants are <br />selected which are not drought-tolerant, justification shall <br />be presented to the Planning Director who shall have the <br />discretion to approve or disapprove the selected species. <br />b. Energy and water efficient irrigation systems shall <br />be used in all private and public landscaped areas. <br />c. In portions of the site where irrigated landscaping <br />will abut open space areas which are either in their natural <br />state or landscaped with locally indigenous species (e.g. the <br />buffer along the Foley property line), transitions shall be <br />gradual rather than abrupt to avoid sharp delineations between <br />colors which could be seen off-site. <br />d. Fire-resistant landscaping shall be incorporated in <br />areas adjacent to open space. <br />e. street trees and landscaping shall be placed in a <br />landscape strip between the curb and sidewalk. <br />f. All landscaping shall be designed and maintained so <br />that adequate vehicular sight distance is provided. <br />g. Locally indigenous grasslands and special status <br />plants shall be preserved wherever possible. Reseeding <br />denuded slopes for erosion control shall be done with seed <br />mixes which include locally indigenous grass species, wherever <br />feasible. <br />h. Locally indigenous trees identified in the Ruby Hill <br />Tree Survey and Evaluation (Hortscience, August 1, 1989) shall <br />be preserved or relocated on-site, unless determined by a <br />qualified horticultural consultant to be unsuitable for <br />preservation based on their current condition and potential to <br />survive impacts of development. Landscape and fruit/nut trees <br />identified by Hortscience as suitable for preservation shall <br />be preserved if feasible. The existing olive grove shall be <br />preserved, however, individual trees may be relocated on-site <br />if preservation of the grove is infeasible. A minimum of 50 <br />boxed specimen coast live oaks or valley oaks shall be <br />incorporated into the project's landscape plan. In addition <br />to the 50 boxed specimen trees, a minimum of 24 inch box size <br />trees of like species shall be planted for every healthy tree <br />removed, with a mean base diameter of three inches or greater. <br />i. Retaining walls with natural surface materials or <br />low-contrast color and vegetation treatments shall be used <br />along project roads to minimize grading. <br />j. Additional vegetative screening should be used along <br />the development edges, where appropriate, to soften view of <br />peripheral buildings and to integrate landscaping with locally <br />indigenous vegetation. <br /> <br />"Requirements <br />Plans, It and <br />Said program <br /> <br />2.
