Mr. Erickson provided information about Davis-Bacon wages, which are typically less than regular wages,
explaining why many contractors are reluctant to bid this type of work.

Ms. Morley discussed with Ms. Silva the relationship between Hill 'n' Dale and the Pleasanton Unified
School District. Ms. Silva advised that CAPE provides Horizon (Head Start) services, owns the Donlon
facility, and rents space at the site from the School District.

Spectrum Community Services, Inc., Michael Sweeney - advised that funding was being requested to
ensure continued congregate meals at Ridgeview Commons and the Senior Center. The program provides
seniors hot, nutritious meals in a welcoming social setting, enabling them to maintain independence and
dignity.

Commissioner Tenbrink discussed with Mr. Sweeney other avenues that Spectrum is pursuing to secure
funding support.

Commissioner Lewis requested that Spectrum provide additional information and clarification regarding
wage and benefits identified in the project proposal. Mr. Sweeney indicated he would forward the
information to staff.

Commissioner Testa asked about service and food quality control, since Spectrum is no longer preparing
meals in a local kitchen. The current practice is to prepare meals in the Hayward facility and transport the
goods in hot boxes to the sites.

Tri-Valle¥ Haven, Ann King - thanked the Commission for past support. She advised that funds requested
were desperately needed to replace equipment and furnishings at its Domestic Violence Shelter. Ms. King
noted that the agency was trying to learn from recent improvements made at Sojourn House, where
commercial-grade appliances were purchased and are holding up well to the intense use by multiple
families.

Commissioner Tenbrink questioned the amount of funding needed to secure commercial-grade appliances.
Commissioner Ponton questioned the request of $650 for video cabinets.

Easter Seals Bay Area, Mary Jo Bernardo -Ms. Bemardo advised that the funds requested were to support
its Community Inclusion Program, serving individuals with disabilities ages 18-22. The program provides
volunteer/employment, postsecondary education, and recreation/leisure services enabling participants to
transition to healthy adulthood. She noted that the program has a 100% satisfaction rate with the four (4)
young people currently involved.

Commissioners requested clarification about the projected number of Pleasanton residents to be served as
noted in the application, since it was unclear if the number was in addition to the existing program count.

At 7:55 p.m., Chairperson Olson closed the meeting for Agency presentations.

Human Services Commission Minutes
March 2, 2005
Page 3
