6. PUBLIC HEARINGS <br /> <br /> A. Presentation from Nonprofit Agencies and Recommendation to Allocate Federal <br /> Community Development Block Grant (CDBG) Funds for Fiscal Year 2005 (2005-06) <br /> <br />Mr. Erickson reviewed with the Commission the Community Development Block Grant (CDBG) funding <br />process cycle. He noted that the Housing and Urban Development (HUD) agency notified the City that its <br />FY 2005/06 allocation would be $321,586 (a 5.7% decrease from the prior year grant of $341,000). <br />Planning for the FY 2005/06 CDBG program was included with the three-year funding cycle that began in <br />December 2004. <br /> <br />In collaboration with the City of Livermore, Mr. Erickson advised that staff held two (2) separate <br />workshops in mid-January relative to the annual allocation process for CDBG funds. The workshops <br />provided information on several funding programs for local nonprofit agencies, with particular emphasis on <br />the CDBG program. <br /> <br />As part of the review process established several years ago, the Human Services Commission (HSC) and <br />Housing Commission (HC) mutually determined that each commission (according to the type of <br />application) would separately review new CDBG applications. Specifically, HSC would review non- <br />housing and/or service-related applications, while the HC would review applications specifically related to <br />housing or housing projects. <br /> <br />The deadline for receipt of Pleasanton CDBG applications was Friday, February 14. A total of seven (7) <br />new applications for FY 2005/06 CDBG funding were received by the deadline. Five (5) of these <br />applications are to be reviewed by the HSC. These include two (2) requests for Public Service funds and <br />three (3) Capital projects. The other two (2) projects, both housing-related, will be considered by the HC at <br />its next regular meeting in April 2005. <br /> <br />Mr. Erickson advised the Commission of an email received from a Dr. Durand, which suggested a project <br />that was not submitted by the application deadline. <br /> <br />At 7:18 p.m., Chairperson Olson opened the meeting for Agency presentations. <br /> <br />AXIS Community Health - Sue Compton - thanked the Commission for its support with the Teen Drug and <br />Alcohol Program, and advised that the program is experiencing a 35% success rate. She informed the <br />Commission that the AXIS funding application of $21,838 was for the replacement of two (2) exterior <br />wheelchair ramps at its 4361 Railroad Street facility in Pleasanton. The existing structures are fifteen years <br />old, and deteriorated to the point that they pose a potential safety hazard. <br /> <br />Commissioner Lambert clarified that the ramps would be replaced with wooden structures, and <br />Commissioner Ponton discussed the cost difference between concrete and wood materials. <br /> <br />CAPE, Inc., Rebecca Silva - advised that CAPE was requesting $14,134 to replace flooring at its Hill 'n' <br />Dale preschool, located at Donlon School in Pleasanton, which serves low income children.
