<br />Resolution No. PC-95-63 <br />Page 2 <br /> <br />significant structures in the Downtown; revitalize <br />the economic growth and health of and foster civic <br />pride in the Downtown; and stabilize and enhance <br />the value of property. Also, the Downtown Specific <br />Plan encourages retail stores Downtown, and the <br />Downtown Revitalization Plan encourages retail uses <br />on the ground floors of buildings. <br /> <br />As proposed, the "Brag About" store would not alter <br />in any way the recently remodeled exterior of the <br />building so as to detract from i ts traditional <br />architecture. The store would be located on the <br />ground floor and would add to the economic vitality <br />and diversity of the Downtown, possibly <br />contr ibuting patronage to other businesses. The <br />type of goods which Ms. St. John-Biddle is <br />proposing to sell are not atypical of existing <br />retail stores in the Downtown area, although the <br />sale of kitchenwares and home accessories as <br />described by the applicant would represent a new <br />retail opportunity in the Downtown. The <br />anticipated client demand would not generate any <br />unusual demands on existing parking for the <br />building or the Downtown, nor would the addition of <br />a part-time employee. <br /> <br />As proposed and conditioned, the use would be <br />compatible with adjacent retail and office uses <br />located in the vicinity. The applicant also can be <br />required to mitigate future nuisances as a result <br />of the proposed use. <br /> <br />B. The proposed location of the conditional use and <br />the conditions under which it would be operated or <br />maintained will not be detrimental to the public <br />health, safety, or welfare, or materially injurious <br />to the properties or improvements in the vicinity. <br /> <br />If operated as described by the applicant, the <br />proposed retail store would complement rather than <br />detract from the surrounding businesses. The hours <br />of operation of the store are similar to those of <br />other retail businesses in Downtown Pleasanton, and <br />the number of clients would be similar to that of <br />any retail store in the Downtown area. The <br />proposed use will have adequate on-street parking, <br />similar to any other Downtown retail use, to meet <br />client demand. <br /> <br />Although the retail store also would operate as a <br />second hand store for the sale of used items, such <br />
