Furthermore, the applicant will encourage alternate forms of transportation and will inform students/parents to avoid using neighbors' driveways and making illegal v-turns. Finally, a six-month review will be conducted to ensure that no neighborhood impacts have been occurring. Therefore, the proposed home occupation would be conducted in accordance with Chapter 18.104 and would meet the objectives of the zoning ordinance. B. The proposed location of the conditional use and the conditions under which it would be operated or maintained will not be detrimental to the public health, safety, or welfare, or materially injurious to the properties or improvements in the vicinity. The use would be located in a single-family dwelling. The area is improved completely with streets and sidewalks, which is advantageous for students who would be walking or riding a bicycle to their lessons. These improvements provide a measure of safety for the students and create less potential for interference with other vehicles on the streets. If operated in accordance with the applicant's plan and the recommended conditions of approval, the tutoring lessons will not be detrimental to the public, health, safety or welfare. Although additional vehicular and/or pedestrian traffic will be created by the applicant's clients, the number of lessons permitted each day is limited to four during weekdays and three on the weekend so that the number of vehicular trips to the residence will not be excessive to the neighborhood as a whole. Should issues related to traffic or parking arise as part of the home occupation, the use permit can be reviewed and further conditions may be imposed to resolve the issues. No changes would be made to the exterior of the home and no part of the use would be conducted out of doors. C. The proposed conditional use will comply with each of the applicable provisions of this chapter.
