<br />Resolution No. PC-9S-46 <br />Page 6 <br /> <br />9. A final landscape plan and irrigation plan shall be submitted <br />to and approved by Planning Director as part of the building <br />permit plan set prior to issuance of an on-site permit. Said <br />landscape plan shall be consistent with the approved landscape <br />plan plus any conditions of approval, and shall be detailed in <br />terms of species, location, size, quantities, and spacing. <br /> <br />10. The applicant shall install additional planting material in <br />the landscape area located between the existing Pleasant <br />Village shopping center freestanding sign and the south side <br />of the Santa Rita Road entrance to the shopping center. Said <br />planting shall consist of shrub and groundcover material, <br />matching existing plant species, installed in a pattern that <br />augments the existing landscaping. Said landscaping shall be <br />shown on a landscape plan submitted to the Planning Director <br />for review and approval before issuance of a building permit. <br /> <br />11. All trees used in landscaping be a minimum of fifteen (IS) <br />gallons in size and all shrubs a minimum of five (S) gallons, <br />unless otherwise shown on the approved landscape plan. The <br />applicant shall provide root control barriers and four inch <br />(4") perforated pipes for parking lot trees, street trees, and <br />trees in planting areas less than ten feet (10') in width, as <br />determined necessary by the Planning Director at the time of <br />review of the final landscape plans. <br /> <br />12. Prior to occupancy, the landscape architect shall certify in <br />writing to the Planning Director that the landscaping has been <br />installed in accordance with the approved landscape and <br />irrigation plans with respect to size, number, and species of <br />plants and overall design concept. <br /> <br />13. All site improvements and house construction activities shall <br />be limited to the hours of 8:00 a.m. to 5:00 p.m., Monday <br />through Saturday. All construction equipment must meet DMV <br />noise standards and shall be equipped with muffling devices. <br /> <br />14. In the event complaints are received by the Planning Director <br />regarding: level-of-service and traffic flow at the Santa <br />Rita Road/Pimlico Drive/I-580 intersection, ingress/egress at <br />the Santa Rita Road and pimlico Drive entrances to the <br />Pleasant Village shopping center, blocked parking spaces or <br />driveway aisles in the Pleasant Village shopping center, <br />noise, litter, loitering, or other impacts occurring as a <br />result of the operation of the espresso stand at this <br />location, the Planning Director may refer this conditional use <br />permit back to the Planning Commission for subsequent review <br />at a public hearing. If necessary, the Commission may modify <br />or add conditions of approval to mitigate such impacts, or may <br />revoke said conditional use permit. <br />
