Development shall be substantially as shown on the site plan, <br />landscape plan, building floor plans and elevations, and <br />operation statement, Exhibit "A", dated "Received July 7, <br />1995" on file with the Planning Department, except as modified <br />by the following conditions. Minor changes to the plans may <br />be allowed subject to the approval of the Planning Director if <br />found to be in substantial conformance to the approved <br />exhibits. <br /> <br />2. The applicant shall ensure that one employee at the espresso <br />stand is stationed outside the espresso stand, regardless of <br />weather, during peak operating hours or when more than three <br />vehicles are waiting at one of the drive-through lanes. The <br />employee shall direct traffic, take orders, etc., in order to <br />expedite traffic through the espresso stand. <br /> <br />3. The applicant shall effectively screen from view all ducts, <br />meters, air conditioning equipment, and any other mechanical <br />equipment, whether on the structure, on the ground, or on the <br />roof, with materials architecturally compatible with the main <br />structure. Screening details shall be shown on the plans <br />submitted for issuance of building permits, the adequacy of <br />which shall be determined by the Planning Director. <br /> <br />4. All mechanical equipment shall be operated in such a manner <br />that noise emanating from it will not be perceptible beyond <br />the building plane of the espresso stand. <br /> <br />5. All trash and refuse shall be contained completely within the <br />espresso stand. The applicant shall be responsible for <br />maintaining the area surrounding the espresso stand in a clean <br />and orderly manner at all times. <br /> <br />6. Signing for the espresso stand shall conform to the sign <br />program shown on the building elevations. <br /> <br />7. All utilities required to serve any existing or proposed <br />development on-site shall be installed underground, unless <br />otherwise determined by the City Engineer. <br /> <br />8. The applicant shall enter into an agreement with the City, <br />approved by the City Attorney, which guarantees that all <br />landscaping and open space areas included in this project will <br />be maintained at all times in a manner consistent with the <br />approved landscape plan for this development. Said agreement <br />shall run with the land for the duration of the existence of <br />the structures located on the subject property. <br />
