<br />Resolution No. PC-95-46 <br />Page 2 <br /> <br />The operation of the proposed espresso stand is <br />consistent with the objectives of the Measure "X" <br />approved PUD development plan and, therefore, that <br />the espresso stand would be compatible with the <br />other businesses located in the shopping center. <br /> <br />2. The proposed location of the conditional use and <br />the conditions under which it would be operated or <br />maintained will not be detrimental to the public <br />health, safety, or welfare, or materially injurious <br />to the properties or improvements in the vicinity. <br /> <br />The design of the proposed kiosk <br />significantly upgraded and improved; <br />complements the existing design of the <br />center. <br /> <br />has been <br />it now <br />shopping <br /> <br />The proposed espresso stand is a drive-through use <br />which generates its largest volume of business and, <br />therefore, traffic before 10:00 a.m. when the other <br />businesses located in the Pleasant Village shopping <br />center are closed. During the afternoon, business <br />at the espresso stand will decline to a frequency <br />of operation compatible with the traffic and <br />circulation through the surrounding parking area. <br /> <br />Caffino is required during its peak hours of <br />operation to provide one person per drive-through <br />window and one additional person acting as traffic <br />control. It is this person's responsibility to <br />maintain an even distribution of drive-through <br />traffic between the two windows during peak hours <br />and, additionally, to expedite service by taking <br />the customers' "pre-orders" before reaching the <br />drive-through window. <br /> <br />Based on the hours of operation and traffic <br />measures, the espresso stand will not <br />traffic problems in the shopping center. <br /> <br />control <br />create <br /> <br />A major landscape feature of the Pleasant Village <br />shopping center would be replaced by the espresso <br />stand and its drive-through lanes. To off-set this <br />loss of landscaping, the proj ect developer will <br />install landscaping around the espresso stand and <br />in the landscape area of the Pleasant Village <br />shopping center "fronting" Santa Rita Road between <br />the freestanding sign and driveway entrance. <br />
