<br />Resolution No. PC-95-46 <br />Page 3 <br /> <br />The conditional use permit also includes the <br />condition empowering the Planning Commission to <br />review the use permit if the operation of the <br />espresso stand conflicts with circulation through <br />the parking area. If deemed necessary, the <br />Planning Commission can terminate the use permit, <br />requiring Caffino to abandon this location and <br />returning it back to a landscape island. <br /> <br />3. The proposed conditional use will comply with each <br />of the applicable provisions of this chapter. <br /> <br />As now worded, the Measure "X" development plan for <br />the Pleasant Village shopping center sets forth the <br />performance criteria by which drive-through <br />facilities could be approved by the Planning <br />commission for this site. As now proposed, the <br />operation of the espresso stand would, maintain the <br />public's access to the shopping center's driveways <br />and parking spaces -- requirements of the Measure <br />"X" development plan. As proposed and conditioned, <br />the operation of the espresso stand would comply <br />with the Measure "X" performance standards. <br /> <br />WHEREAS, projects of this nature are categorically exempt from the <br />requirements of the California Environmental Quality Act <br />(CEQA); and <br /> <br />WHEREAS, the Planning Commission determined that the proposed use <br />would be compatible with the surrounding uses and <br />properties. <br /> <br />NOW, THEREFORE, THE PLANNING COMMISSION OF THE CITY OF PLEASANTON <br />RESOLVES THE FOLLOWING: <br /> <br />Section 1. Approves Case UP-95-36, the application of Caffino, <br />Inc., for a conditional use permit to modify the site <br />design of a previously approved conditional use permit by <br />reducing the length of the landscape islands and drive- <br />through stacking lanes for a drive-through coffee/ <br />espresso stand located in the driveway/parking lot of the <br />Pleasanton Village shopping center at 6700 Santa Rita <br />Road, subject to the conditions shown on Exhibit "B" <br />attached hereto and made part of this case by reference. <br /> <br />Section 2. This resolution shall become effective 15 days after <br />its passage and adoption unless appealed prior to that <br />time. <br />
