<br />PLANNING COMMISSION CITY OF PLEASANTON <br /> <br />ALAMEDA COUNTY, CALIFORNIA <br /> <br />RESOLUTION NO. PC-95-46 <br /> <br />RESOLUTION APPROVING THE APPLICATION OF CAFFINO, INC. FOR A <br />CONDITIONAL USE PERMIT TO MODIFY THE SITE DESIGN OF A <br />PREVIOUSLY APPROVED CONDITIONAL USE PERMIT, AS FILED UNDER <br />CASE UP-95-36 <br /> <br />WHEREAS, Caffino, Inc. has applied for a conditional use permit to <br />modify the site design of a previously approved <br />conditional use permit by reducing the length of the <br />landscape islands and drive-through stacking lanes for a <br />drive-through coffee/espresso stand located in the <br />driveway/parking lot of the Pleasanton Village shopping <br />center at 6700 Santa Rita Road; and <br /> <br />WHEREAS, zoning for the property is PUD (Planned Unit Development) <br />- (C) Commercial District; and <br /> <br />WHEREAS, at their duly noticed public hearing of July 12, 1995, <br />the Planning Commission considered all public testimony, <br />relevant exhibits and recommendations of the City staff <br />concerning this application; and <br /> <br />WHEREAS, the Planning Commission made the following findings: <br /> <br />1. The proposed location of the conditional use is in <br />accordance with the objectives of the zoning <br />ordinance and the purpose of the district in which <br />the site is located. <br /> <br />The approved PUD development plan for the Pleasant <br />Village shopping center conditionally allows drive- <br />through, take-out restaurants if they are located <br />in a building less than 125 sq. ft. in size, their <br />operation does not significantly block driveway <br />aisles and/or access to parking spaces, and that <br />their food preparation is limited to coffee <br />beverages and the incidental warming of muffins, <br />scones, etc. <br /> <br />The proposed drive-through espresso stand would be <br />operated from a freestanding building less than 125 <br />sq. ft. in area. Food preparation is limited to <br />the preparation of coffee beverages. As proposed, <br />the espresso stand avoids the problems of noise, <br />litter, etc., typically associated with large fast- <br />food drive-through restaurants. Traffic is not <br />expected to block driveway aisles in the shopping <br />center. <br />
