SUMMARY: Bids have been received for the subject project and staff is recommending <br /> award of the construction contract to the low bidder in the amount of <br /> $170,026.55. The subject project consists of landscape and irrigation for <br /> Kottinger Place Senior Apartments, located at 240 Kottinger Drive in <br /> Pleasanton, including removal and replacement of existing irrigation <br /> equipment and landscaping, installation of a booster pump, and <br /> construction of a retaining wall and related work. <br /> <br />BACKGROUND <br /> <br />The Housing Authority of the City of Pleasanton (Housing Authority) owns Kottinger Place <br />which is a 50-unit public housing development for very low-income seniors located on a 3.5 <br />acre site at 240 Kottinger Drive. The City Council serves as the Board of Directors for the <br />Housing Authority and is responsible for approving the annual operating budget. Due to the <br />value of the recommended project, staff is recommending the Board of Directors take action to <br />award the subject contract and appropriate funding. The Deputy City Manager serves as the <br />Executive Director of the Housing Authority. <br /> <br />The irrigation system at Kottinger Place was installed in 1972 when the project was <br />constructed and is currently in very poor condition. Over the years, numerous repairs and <br />upgrades have been made to the system. However, there remains significant concerns related <br />to outdated equipment, frequent maintenance issues, inadequate water coverage, and the lack <br />of modem water conservation technologies. As a result, the landscaping at the complex is <br />gradually deteriorating, and the City has prioritized pursuing the replacement of the irrigation <br />system. <br /> <br />A new irrigation system and landscape design will be funded through annual grants issued by <br />the U.S. Department of Housing and Urban Development (HUD) Capital Fund Program <br />(CFP). HUD has allocated CFP funds to the Pleasanton Housing Authority for modernization <br />improvements at Kottinger Place since 1999. The Housing Authority has received <br />approximately $60,000 to $70,000 per year for the past four years. The funds can be used for <br />a variety of different rehabilitation activities. Authorization to secure bids was approved by <br />the City Council previously and the Housing Commission has approved this project. The <br />project is being recommended to the Housing Authority, <br /> <br />DISCUSSION <br /> <br />The base bid for this project includes complete replacement of the existing irrigation system <br />and related replacement of selected areas of landscaping, including the installation of a booster <br />pump to provide the necessary pressure for the system.
