concrete paving, installation of mow strips throughout the site, tuff renovation, and follow-up <br />maintenance. Staff has reviewed and analyzed the additive bid items and proposes to include <br />several of these items in addition to the base bid. <br /> <br />Sealed bids for this project were opened on February 24, 2005. Attached is a summary of <br />bids for this project. There were a total of six (6) bids ranging from $170,026 to $227,936 <br />(for the base bid items). The engineer's estimate was approximately $186,600. The bids for <br />the additive bid items ranged from $34,275 to $87,339. <br /> <br />The low bid of $170,026 was received from Cleary Brothers Landscape, Inc., of Danville. <br />All bid documents were found to be in order, and past work performed by this contractor was <br />verified to be satisfactory. Specifically, positive feedback was received from staff of the cities <br />of San Jose and Richmond. The contractor has performed work on various projects for these <br />cities, including contracts exceeding one million dollars. Both cities expressed satisfaction with <br />Cleary Brothers' work and would recommend the contractor for future work. <br /> <br />Funding <br /> <br />As discussed earlier, the funds for the project will come from CFP allocations received <br />annually by the Housing Authority from HUD. A total of $351,812 has been allocated to the <br />Housing Authority from fiscal year 1999 (when the CFP was initiated) through fiscal year <br />2003. The landscape architectural services utilized to develop plans for this project will cost a <br />maximum of $22,650. Therefore, approximately $325,000 is available in CFP funds to <br />implement the construction phase of the irrigation and landscape project. Depending upon the <br />costs associated with the construction phase, there should be funds remaining when the project <br />is completed to carry out other improvement projects. In addition, staff anticipates a similar <br />level of annual CFP allocations in future years (approximately $60,000 per year). The <br />irrigation and landscape construction work are eligible uses for CFP funds. <br /> <br />Additive Bid Items <br /> <br />The bid package included a list of "additive bid items" including: removal of an existing <br />retaining wall and construction of a new retaining wall with drain line; removal of selected <br />areas of existing paving and addition of new areas of concrete paving; soil preparation and <br />fine grading and addition of sod; turf renovation with 90-day maintenance plan; and, <br />upgrading of redwood header board with a concrete mow strip for all lawn areas. The bid <br />from Cleary Brothers for the all additive items was $87,339.44. Staff has reviewed this <br />portion of the bid and recommends the inclusion of the retaining wall and paving work. These <br />additive bid items would add $24,955.65 to the base bid, for a total project cost of <br />$194,982.20. <br /> <br /> SR:05:081 <br /> Page 3 of 5 <br /> <br /> <br />
