Ms. Vanessa Kawaihau and Mr. Kevin Close (871 Sycamore Road) were present to speak in fa- <br />vor of the proposal. Mr. Jon Freitas of the Happy Valley Specific Plan area was present to speak <br />in opposition. <br /> <br />Ms. Kawaihau felt that the single-story only restriction for Lot 5 facing Westbridge Lane should <br />be deleted since the homes proposed by Greenbriar on the Sportono property facing Westbridge <br />Lane are proposed to be two-stories. She added that Westbridge Lane should be described as a <br />temporary access road only and that the trail circling the golf course may include bikes pending <br />City approval. Mr. Close felt that landscape lighting, especially up-lighting, should be prohib- <br />ited. <br /> <br />Mr. Freitas felt that the design review process outlined for these homes with the previous PUD <br />approval should be maintained so that the Happy Valley residents would have ample time to re- <br />view the applications and make their concerns known to staff. <br /> <br />The Planning Commission felt that the proposed guidelines are excellent in scope, detail, and <br />presentation. The Commission's discussion focused on the public receiving adequate notice of a <br />proposed home design, thereby giving the public adequate time to register their comments and <br />concerns with staff; that the homes on these sites would achieve a high level of design quality; <br />and that the homes would achieve a semi-custom appearance as stated in the original design <br />guidelines. <br /> <br />Mr. Bogstad stated that the nature of custom home designs for high-end houses would ensure that <br />no two homes would have the same appearance. He added that the scope of the proposed guide- <br />lines and the review procedures outlined in the guidelines would ensure that high levels of design <br />quality are achieved with these homes while providing for increased processing efficiencies. Al- <br />though the Planning Commission was split on the proposed review procedures, the consensus of <br />the majority was that adequate notice and opportunity for comment would be provided to the <br />public. <br /> <br />The Planning Commission voted 3-1-1 (Commissioners Blank, Maas, and Roberts - Aye, Com- <br />missioners Fox - No, Commissioner Arkin - Absent) to recommend approval of Case PUD-98- <br />16-3M per staffwith the modifications previously listed under the "Project Description" section <br />of the staff report. The Planning Commission also deleted staff's recommended change that: <br />"Access to Mariposa Ranch is currently via Alisal and Happy Valley Road. The City of Pleasan- <br />ton is reviewing planning a new access road from Sycamore Creek." Staff and the applicant con- <br />cur with these changes, which are incorporated in the draft ordinance <br /> <br />PUBLIC COMMENT <br /> <br />Notices of the Planning Commission's public hearing on this item were sent to the homeowners <br />located within 1,000-feet of the subject property and living in the Happy Valley Specific Plan <br /> <br />SR 05:092 <br />Page 5 of 8 <br /> <br /> <br />
